The petition, filed by Janaadhikaara Sangharsha Parishath, alleges that the October 15, 2025 notification cut the buffer zones by more than two-thirds, potentially exacerbating flooding and environmental damage in the city.

According to the petitioner, the reduction in buffer zones violates environmental norms and disregards the recommendations of expert committees. The notification, issued by the Bengaluru Development Authority, has been criticized for prioritizing real estate interests over public safety and ecological balance. The petitioner argues that adequate buffer zones are essential to prevent encroachments, maintain water flow, and reduce the risk of urban flooding.
