The Hubballi-Dharwad Municipal Corporation (HDMC) is embarking on a major initiative to tackle the persistent issue of stray dogs in the twin cities. In a significant move, the civic body is planning to establish exclusive dog pounds in both Hubballi and Dharwad.

A Response to Supreme Court Directives

This proactive step comes as a direct response to directives from the Supreme Court of India, which has emphasised the need for humane and effective management of stray dog populations across the country. Acting on these guidelines, the HDMC has proactively submitted a comprehensive proposal seeking an allocation of Rs 5 crore to bring this vital project to life.

According to sources within the municipal corporation, the proposal aims to create dedicated spaces where stray dogs can be safely housed and cared for. These facilities are envisioned not just as holding areas, but as sanctuaries that will provide shelter, necessary medical care, food, and attention to the animals. This initiative is a core part of a broader effort to manage the stray dog population humanely, thereby reducing potential conflicts between the animals and city residents.

Multi-Faceted Benefits for the Community

The establishment of these dedicated dog pounds is expected to yield multiple benefits for Hubballi and Dharwad. Firstly, it will enable systematic sterilisation and vaccination programmes, which are crucial for controlling the stray dog population and reducing the risk of rabies and other diseases.

Commissioner Rudresh Ghali provided further details, stating that the HDMC submitted the proposal to the Secretary of Urban Development to secure funds for establishing two separate stray dog pounds. He mentioned that during a meeting held in Bengaluru, the menace of stray dogs and the Supreme Court guidelines on creating pounds were discussed thoroughly. The secretary of urban development subsequently directed the corporation to submit the proposal for funds.

Project Status and Future Implications

After discussions with local officials, the proposal for funds to set up the two dog pounds was formally submitted. R Vijay Kumar, the superintending engineer, confirmed that the proposal is currently under review.

If approved, this initiative will mark a significant advancement in how urban areas in Karnataka manage stray animals. The success of the Hubballi-Dharwad project could potentially serve as a model for other Indian cities facing similar challenges.
