Under the new regulations, students found using mobile phones during school hours will face immediate consequences. The penalties include a fine of Rs 500 and the confiscation of the device. More notably, the policy introduces a unique requirement for mandatory counseling sessions for parents of offending students. To ensure long-term adherence, the Education Department has been instructed to develop a detailed Standard Operating Procedure (SOP). Chief Minister Sukhu emphasized that the decision stems from observable negative impacts of mobile phone usage on students. He noted that devices often distract young learners during critical periods, such as lunch breaks and classroom hours, hindering both academic performance and interpersonal development. The announcement follows a tragic incident in Ghaziabad, where three sisters reportedly took their lives after parental objections to their mobile phone addiction and engagement with an online game, highlighting the urgent need for intervention.

Commitment to Educational Excellence and Student Support

Speaking at the closing ceremony of the 69th National School Games Under-19 Girls Handball Tournament in Ghumarwin, Bilaspur, Sukhu reiterated his government's dedication to elevating educational standards. Drawing from his own experience as a product of the government school system, he affirmed a focus on providing world-class education that prepares students for global competitiveness.

In alignment with this vision, the state launched 'Padhai with AI', an innovative digital learning platform in Bilaspur district. This AI-based initiative is designed to support students preparing for competitive examinations by offering equal access to quality educational resources and continuous academic counseling. Deputy Commissioner Rahul Kumar explained that the platform, developed with NTPC support, delivers modern, technology-driven learning facilities.

Additional Announcements and Infrastructure Developments

The Chief Minister also made several other key announcements during his address:

  • Provision of employment opportunities for female athletes from Himachal Pradesh who participated in the Asian Games.
  • A cash prize of Rs 20 lakh to celebrate the state team's victory in the National Handball Championship.
  • Financial assistance of Rs 31,000 each to 16 families affected by a road accident at Bhallu Ghat bridge.

  1. Allocation of Rs 2.5 crore for the construction of the Re-Radoh bridge and a bridge at Dadhog Tappay village.
  2. Transition of schools in Barthin, Gehadvi, and Jhandutta to the CBSE curriculum.
  3. Establishment of a sub-tehsil at Talai and a cooperative bank at Malhot.
  4. Upgradation of the Primary Health Centre at Kalol.
