Himachal Pradesh Government to Introduce Spa Regulation Policy
The state government of Himachal Pradesh is set to formulate a comprehensive policy aimed at regulating the operation of spas across the region. This initiative comes in response to growing concerns over the unchecked proliferation of these establishments, particularly in tourist hotspots like Manali.
Addressing Unregulated Spa Operations
During the Question Hour in the Vidhan Sabha on Monday, Labour and Employment Minister Harshwardhan Chauhan disclosed that the Health Department, in collaboration with the Ayurveda Department, will soon develop standard operating procedures (SOPs) to oversee spa activities. This move was prompted by a query from Manali MLA Bhuvneshwar Gaur, who highlighted that many spas are operating without proper registration and have become hubs for immoral activities, negatively impacting local society.
Minister Chauhan emphasized that while spas in larger hotels typically obtain permissions from the Tourism Department, the Chief Minister has directed the creation of a policy to curb any illegal or unethical practices. He noted that the police are already empowered to take action against such activities in the interim.
Broader Government Initiatives Discussed
The session also covered other key topics, including transport and public facility improvements. Transport Minister Mukesh Agnihotri addressed questions about the Him Bus Card issued by the Himachal Road Transport Corporation (HRTC), stating that charges for the card will not be withdrawn as it is essential for regulating concessional travel. He added that the government is considering extending concessions to students from government schools.
Chief Minister Sukhvinder Singh Sukhu intervened during the discussions, announcing plans to outsource catering services for state rest houses to enhance guest facilities. He mentioned that nearby catering units will be shortlisted to supply food, and outsourced employees will be hired to maintain cleanliness and beautification of these properties.
Additionally, the Chief Minister revealed that a policy is being developed to relocate government offices into vacant buildings, optimizing resource use and improving administrative efficiency.
Implications for Tourism and Governance
The proposed spa regulation policy is expected to bring more oversight to the wellness and tourism sectors, ensuring that spas operate legally and ethically. This aligns with broader efforts to maintain Himachal Pradesh's reputation as a safe and attractive destination for visitors.
As the government moves forward with these plans, stakeholders in the spa industry, along with local communities, will be closely monitoring the implementation of the new SOPs and policies to address the highlighted concerns effectively.
