The Shaniwar Santhe in Keshwapur, Hubballi, a sprawling marketplace built under the ambitious Smart City initiative, stands as a stark example of neglected potential. Developed at a significant investment of Rs 6.6 crore and spread over 1.5 acres, this modern hub was envisioned to revolutionize local commerce and community interaction. However, a lack of effective management and civic oversight has left it grappling with severe infrastructural and hygiene problems, frustrating vendors and visitors alike.
Core Issues: From Missing Toilets to Garbage Piles
Residents and vendors highlight a series of critical failures plaguing the market. Ramachandra, a resident of Shanti Nagar, points to the glaring absence of adequate toilet facilities as a primary concern, creating public health risks in the bustling environment. Furthermore, electrical issues, including faulty wiring and inadequate lighting, pose safety hazards and deter shoppers during evening hours, directly impacting vendor livelihoods.
Savitri, a vegetable vendor, underscores the persistent problem of garbage accumulation. Despite its modern inception, waste management is an afterthought. Piles of uncollected trash generate foul odours, attract pests, and create an unsightly scene, driving away customers and tarnishing the market's reputation.
Official Acknowledgment and Promised Action
Corporator Prakash Kurahatti of Ward No 45 confirms the deteriorating situation. He states that despite repeated instructions, conditions have not improved. He recently raised the issue at a general body meeting, highlighting the lack of proper water supply for both drinking and toilets. Kurahatti has called for round-the-clock staff deployment on shifts to curb illegal activities at night, along with regular cleaning, maintenance, and the installation of essential facilities.
In response, R Vijay Kumar, Superintending Engineer of HDMC, has stated that an agency has been appointed through a floating tender to handle maintenance, cleaning, and operation of the Shaniwar Santhe facilities. He confirmed that repair and maintenance works are set to begin shortly, utilizing funds already earmarked for this purpose, with permission granted by the HDMC Commissioner.
The Path to Revitalization
For the Shaniwar Santhe to fulfill its promise as a cornerstone of local commerce, immediate and sustained action is required. The planned maintenance work must be executed efficiently and transparently. As Corporator Kurahatti suggests, a more inclusive approach that engages with the vendor community to understand their needs is crucial for long-term success. The market's revival hinges on the HDMC's commitment to transforming promises into tangible improvements on the ground.
