Jharkhand Animal Welfare Board Issues 15-Day Registration Ultimatum to Pet Businesses
In a significant enforcement action targeting unregulated animal commerce, the Jharkhand Animal Welfare Board has issued a directive requiring all pet shops and dog breeding facilities across the state to complete mandatory registration within a strict 15-day timeframe. District-level notifications formalizing this mandate were distributed on Wednesday, marking a comprehensive statewide initiative to enhance animal safety standards and protect public health.
Official Directive and Compliance Requirements
Dr. Anita Kumari, a veterinarian with the welfare board, confirmed that official circulars have been sent to all district animal husbandry officers. "All establishments currently operating without proper registration, as well as those that have allowed their existing licenses to lapse, must comply with this directive immediately," Dr. Kumari stated. Business owners are instructed to submit their registration applications at their local animal husbandry office. "Failure to complete this process within the stipulated 15-day window will result in stringent legal action," she emphasized.
Current Registration Status and Verification Process
The board revealed that only six dog breeding centers are currently officially registered in the entire state of Jharkhand, with an additional 15 applications undergoing verification. "There are rigorous criteria that each center must satisfy to obtain and maintain registration. Facilities that fail to meet these established standards will be compelled to cease operations," Dr. Kumari added, underscoring the board's commitment to quality control.
Public Health and Animal Welfare Imperatives
Ranchi District Animal Husbandry Officer, Kavindra Nath Singh, explained that specialized inspection teams will conduct follow-up visits once the registration deadline passes. "This registration drive is crucial for preventing animal cruelty and curbing the transmission of zoonotic diseases," Singh said. "While many infections remain confined to animal populations, dangerous diseases such as rabies and leptospirosis pose a direct threat to human health." He further noted that a regulated market ensures sellers adhere to established guidelines, which ultimately safeguards consumer interests and promotes responsible pet ownership.
Veterinary Experts Applaud the Regulatory Move
Veterinary professionals have widely endorsed this regulatory action as a necessary measure against unethical breeding practices. Dr. Suranjan Sarkar highlighted that unregistered breeding hubs frequently become hotspots for contagious viruses like parvovirus and distemper. "Mandatory registration will help eliminate the unethical sale of puppies before they reach 35 days of age or before they receive their essential primary vaccinations," Dr. Sarkar pointed out. He observed that while some breeders maintain responsible practices, others confine mother dogs and their puppies in excessively cramped and unsanitary cages.
The overarching goal of this mandate is to ensure that only kennels and pet shops that maintain safe, hygienic, and humane operating environments are permitted to function within Jharkhand. This initiative represents a proactive step toward formalizing the pet trade, enhancing animal welfare, and mitigating public health risks associated with unregulated animal facilities.
