The Karnataka High Court has ordered a notice in a Public Interest Litigation (PIL) concerning the non-disbursement of funds under the Gruha Lakshmi scheme for two consecutive months. The petitioners highlighted that the instalments for February and March 2025 were not paid due to an administrative transition.
Background of the Case
The PIL was filed by beneficiaries who have not received the monthly financial assistance under the Gruha Lakshmi scheme, which is a flagship programme of the Karnataka government aimed at providing financial support to women heads of households. The petitioners argued that the delay in disbursement has caused severe hardship to the intended recipients.
Court's Response
Justice B. Veerappa and Justice K.S. Hemalekha, comprising the division bench, issued the notice to the state government and the concerned authorities. The court has sought a response within four weeks, directing the respondents to explain the reasons for the delay and the steps being taken to ensure timely disbursement.
The bench observed that such delays defeat the purpose of the welfare scheme and expressed concern over the administrative lapses. The matter has been scheduled for further hearing after the response is filed.
Impact on Beneficiaries
The Gruha Lakshmi scheme, launched in 2023, provides Rs 2,000 per month to eligible women. The non-payment for two months has affected lakhs of beneficiaries across the state, many of whom depend on this amount for daily expenses. The petitioners have urged the court to direct the government to release the pending instalments immediately.
Advocate General K. Shashikiran Shetty, appearing for the state, submitted that the delay was due to a change in the administrative machinery and that steps are being taken to clear the backlog. However, the court remarked that administrative transitions should not impact the delivery of benefits to the poor and vulnerable.
The next hearing is expected to take place in June 2026.
