The Lucknow Municipal Corporation (LMC) is intensifying its efforts to enforce dog registration rules across the city. Pet owners who fail to comply with the mandatory licensing requirement now face a significant penalty of up to Rs 5,000.
This regulatory push, rooted in the municipal Dog Control By-law of 2003, aims to promote responsible pet ownership, ensure public safety through verified vaccination records, and manage the urban pet population effectively. The primary goal is to control the spread of diseases like rabies by maintaining an official database of vaccinated and identifiable pets.
Step-by-Step Guide to Online Dog Registration
Lucknow residents can complete the entire dog registration process from the comfort of their homes. The LMC has streamlined the procedure through its official online portal.
To begin, dog owners must visit the official website: https://lucknow.upnn.co.in/. On the homepage, you need to locate and click on the 'Pet Registration' option.
New users should select 'Register Now'. You will be prompted to enter basic details including your full name, active phone number, and email address. An OTP (One-Time Password) will be sent to your registered mobile number for verification. After entering the OTP, your account will be created and you will be automatically logged into the system.
Next, click on 'Register Now' again to start the application for your dog. You must carefully fill in your residential address details and then proceed to provide comprehensive information about your pet.
The required dog details include the pet's name, colour, breed category, and uploads of the vaccination certificate and a clear photograph. It is crucial to provide the exact date of the most recent rabies vaccination.
After submitting all the information, a verification team from the LMC's zonal office will schedule a visit to your registered address to confirm the details. Upon successful verification, the corporation will issue a smart card as the official dog licence.
Registration Fees and Penalty Structure
The registration cost varies significantly depending on your dog's breed. Owners of indigenous or desi breeds are required to pay a fee of Rs 200. For those who own foreign breeds, the registration fee is substantially higher at Rs 1,000.
The same fee structure applies for annual updates to the rabies certification. The LMC mandates that the payment must be completed within one month of initiating the application. Failure to do so will result in automatic cancellation of the application.
If a dog owner fails to renew the licence after its expiration, a daily penalty of Rs 50 will be levied. The most severe financial consequence is for those who completely avoid registration, who can be fined up to Rs 5,000.
Rules on Number of Dogs Permitted
The Lucknow Municipal Corporation has clear guidelines regarding the number of dogs allowed per household. For residences with an area of 200 square feet or less, a maximum of two dogs are permitted.
In larger homes that exceed 200 square feet, residents may be allowed to keep between two to four dogs. The corporation issues a single certificate that covers all the dogs registered at one address.
This regulatory framework is designed not just as a punitive measure, but as a comprehensive system to foster a safer and more organized urban environment for both pets and people in Lucknow.
