Maharashtra Government Implements 50 kg Weight Limit for Agricultural Sacks
The Maharashtra state government has officially capped the maximum weight of sacks carrying agricultural produce at 50 kilograms. This decisive move aims to safeguard the health and safety of workers involved in the labor-intensive processes of loading, unloading, and transporting these sacks across the state.
Directive to Agricultural Produce Market Committees
In a formal directive issued to all Agricultural Produce Market Committees (APMCs), the state's marketing department has specified that sacks containing onions, potatoes, and other farm products must not exceed the 50 kg threshold. Government officials highlighted that current practices often see these bags weighing over 60 kg, influenced by regional variations, packaging materials like jute or mesh, and established local market customs.
Alignment with International Labour Standards
The policy follows International Labour Organisation (ILO) guidelines, which recommend that workers handling goods should not be required to lift more than 50 kg. The central government had previously notified Maharashtra about implementing this standard, leading to a circular issued by the labour commissioner in 2000 that set the weight limit. In 2010, the industries, energy, and labour departments further instructed Mathadi Boards to enforce this regulation. Labour organizations have persistently advocated for the rule's implementation, which had largely remained unaddressed until now.
Key Meeting and Government Resolution
The decision was finalized during a high-level meeting held last week under the chairmanship of State Marketing Minister Jaykumar Rawal. The meeting saw participation from traders' unions, labour department officials, and representatives of the Kirana Bazaar and Shops Board. Subsequently, a Government Resolution (GR) was issued, mandating that all APMCs must:
- Raise awareness among farmers about the 50 kg cap.
- Direct traders to comply strictly with the new weight limit.
- Ensure wide publicity of the rule across market committees.
The GR explicitly states, "Agricultural produce market committees must ensure that agricultural produce, including onions and potatoes, is not moved in bags weighing more than 50 kg, and this should be strictly implemented." It emphasizes that enforcement must occur under official supervision to guarantee adherence.
Balancing Implementation with Market Operations
However, the GR also cautions that authorities should ensure the functioning of APMCs is not disrupted by the implementation of this circular and that market activities continue regularly. The director of marketing is required to submit periodic reports on the circular's implementation, ensuring ongoing monitoring and accountability.
This measure represents a significant step toward enhancing worker welfare in Maharashtra's agricultural sector, aligning state practices with global labor standards while addressing long-standing concerns from labour groups.
