The National Human Rights Commission (NHRC) has issued a notice to the Punjab chief secretary regarding the death of an eight-year-old girl in Morinda, Ropar district, who was allegedly attacked by stray dogs. The commission has sought a detailed report within two weeks.
Suo Motu Cognisance
Taking suo motu cognisance of media reports, the NHRC stated that the reported facts, if true, raise concerns about a possible violation of the child's right to life and safety. The commission directed the state government to submit details of action taken and measures proposed to prevent similar incidents.
Incident Details
The girl was reportedly attacked on June 10 while on her way to buy milk near her home. She was taken to a local hospital and later referred to PGIMER, Chandigarh, but succumbed to her injuries on the way.
The commission has sought a comprehensive report from the state government, including steps taken by the district administration and local authorities following the incident.
Stray Dog Menace
The case has triggered concern over the stray dog menace in the area. An NGO team from Mohali recently captured around 20 stray dogs, including some suspected to be part of the group involved in the attack. Local civic representatives have also indicated that the issue will be taken up by the newly elected municipal council.
The victim belonged to a financially disadvantaged family. Her father had died a few years ago and her mother works as a domestic help.
