The Odisha government has directed revenue officials to expedite the issuance of residence, income, caste, and other certificates required for admissions to educational institutions as the admission season begins. Under the Odisha Right to Public Services Act (ORTPSA), 2012, all such certificates applied for by students must be issued within the stipulated time frame. Revenue authorities across the state have been instructed to ensure that delays in tehsil offices do not hinder students from securing admission to schools, colleges, or other institutions.
Government Guidelines for Certificate Issuance
According to the government guidelines, officials must promptly process applications submitted through the e-District portal and take timely decisions based on available records. Residence and income certificates, issued on the basis of self-declarations by applicants, are to be provided without unnecessary delay. The government has also directed that field verification for caste certificates be carried out expeditiously at the village level. Applicants should not be asked to submit documents beyond those specifically required under existing rules and legal provisions.
Use of Digital Platforms for Verification
Officials have been advised to make maximum use of government records and digital platforms for verification to facilitate quicker disposal of applications and ensure efficient delivery of public services. The government emphasized that no student will be denied admission to educational institutions due to delay in obtaining essential documents. Chief Minister Mohan Charan Majhi wrote on X, reiterating this commitment. Admissions to higher secondary and undergraduate courses were recently notified by the government.
This directive aims to streamline the certificate issuance process and remove barriers for students during the admission season. By leveraging digital portals and self-declaration mechanisms, the government seeks to reduce bureaucratic delays and enhance transparency. The move is expected to benefit thousands of students across Odisha who require these certificates for school, college, and university admissions.
