The science and technology department of Odisha has directed the Odisha Construction Corporation Ltd (OCCL) to revise and resubmit the detailed project reports (DPRs) for district science centres. The revised DPRs must adhere to the sanctioned cost and align with the memorandum of understanding (MoU) guidelines.
In-Principle Approval and Budget
The state government has granted in-principle approval of Rs 15 crore for each district science centre. The department has emphasized that the DPRs must incorporate site-specific conditions to prevent any cost escalation. Officials have urged that the revised proposals be submitted at the earliest for further action.
Re-examination of Preliminary DPRs
In an official communication to OCCL, the executing agency, the department stated that the earlier preliminary DPRs need to be re-examined. These must be aligned with the approved financial ceiling of Rs 15 crore per centre, inclusive of taxes and other charges. The move aims to ensure financial viability and adherence to the agreed scope of work outlined in the MoU.
Focus on Financial Viability
The department has stressed that all design plans, cost estimates, and project components must be carefully recalibrated to fit within the sanctioned budget. The letter specifically highlights the need to incorporate site-specific parameters while preparing the revised DPRs. Factors such as land condition, location, terrain, and local infrastructure availability should be assessed to avoid future cost overruns or delays during execution.
