In a significant move to accelerate urban development, Additional Chief Secretary AK Singh has intervened to resolve recurring jurisdictional conflicts between Panchkula's key administrative bodies. The town and country planning department chief directed the Panchkula Metropolitan Development Authority (PMDA), Haryana Shahari Vikas Pradhikaran (HSVP), and Municipal Corporation (MC) to work in close coordination during a high-level meeting at the PWD Rest House in Sector 1.

Ending Departmental Turf Wars

ACS AK Singh made it clear that funds will not be a constraint for Panchkula's development, providing much-needed assurance to officials concerned about resource allocation. He issued a strict two-day deadline for HSVP and MC officials to submit comprehensive lists of development works and assets earmarked for transfer to PMDA, signaling an end to prolonged bureaucratic delays.

The meeting revealed significant progress in road infrastructure transfers, with MC having already handed over 38 roads spanning 30.84 kilometers to PMDA. Similarly, HSVP transferred 20 roads covering 16.35 kilometers to the metropolitan authority. Singh emphasized the importance of complete documentation, ordering officials to include last treatment dates and defect liability period details for all service roads during the handover process.

Major Development Projects Approved

Several key projects received green signals during the crucial meeting. Rajiv Gandhi Walker's Park in Sector 1 MDC will be developed by HSVP using its own resources, while PMDA will provide necessary project drawings. The metropolitan authority has also been tasked with creating an action plan for beautification and regular maintenance of all 14 roundabouts across Panchkula.

Road maintenance standards were specifically addressed, with directives issued for proper thermoplastic paint and clear lane markings to ensure smooth traffic flow throughout the city. PMDA CEO K Makrand Pandurang confirmed that seasonal flower plantation has already begun at five roundabouts, with completion targeted across all locations by December 2025.

Infrastructure Upgrades and Future Plans

The proposed 6 MLD sewerage treatment plant received special attention during the review, with ACS Singh directing HSVP Estate Officer Manav Malik to conduct an immediate feasibility study and identify suitable land on priority basis. This infrastructure project is considered crucial for Panchkula's environmental management and future growth.

Pandurang provided updates on several ongoing initiatives, revealing that central verges of sector-dividing roads are being regularly maintained, while approximately 10 kilometers of footpaths require repairs. Estimates for footpath restoration are currently under preparation, with work expected to commence within two months. The CEO also confirmed that cleaning and kerb painting have been successfully completed on seven major roads.
