Pune Metro Enforces Strict NOC Requirement for Construction Near Infrastructure
In a significant move to protect critical transit infrastructure, Maha Metro has issued a mandatory directive that requires all builders and property owners to obtain a No Objection Certificate (NOC) before initiating any construction work within 20 meters of a Metro viaduct or tunnel. A senior Maha Metro official, speaking to TOI, clarified that the provision for seeking NOC during construction-related activities already exists under the Metro Railways (Construction of Works) Act and specific clauses within the Unified Development Control and Promotion Regulations (UDCPR). However, the administration has issued a fresh appeal following a concerning recent incident.
"The administration has issued a fresh appeal following a recent incident of excavation done near the Metro tunnel in Mandai area causing damages near the tunnel structure. A police case was filed by the Metro administration in the incident," the official stated. "We want to avert similar instances that could cause problems to metro structures."
Scope of Activities Requiring NOC and Operational Context
The Metro administration has specifically appealed to developers and individuals to complete the NOC process before proceeding with construction or excavations. According to the detailed guidelines, the following works will require official clearance:
- Construction, demolition, and redevelopment projects
- All types of digging including borewell drilling
- Excavation and plinth work
- Any activity that requires digging near Metro infrastructure
Notably, even government agencies involved in digging, laying cables and utilities, excavations, and infrastructure development near Metro tunnels or viaducts must seek the NOC. This comprehensive approach underscores the administration's commitment to protecting the transit system from potential damage.
Pune currently operates two Metro lines covering approximately 33 kilometers. The Vanaz to Ramwadi route is completely elevated, while the PCMC to Swargate line features a mixed configuration with some portions underground. This varied infrastructure makes the NOC requirement particularly crucial for different types of construction activities.
