Ahmedabad Municipal Corporation Elections Set for April 26 with 3 Lakh Voters

The city of Ahmedabad is gearing up for a significant democratic exercise as approximately 3 lakh voters are scheduled to cast their ballots on April 26 to elect councillors for the Ahmedabad Municipal Corporation (AMC). Originally, voting was planned for 192 seats spread across 48 wards. However, the electoral landscape has shifted slightly with two seats reserved for women in the Vasna and Thaltej wards witnessing walkovers, effectively reducing the contested seats to 190.

Voting Mechanism and Postal Ballot Concerns

In the AMC polls, voters utilize Electronic Voting Machines (EVMs) to cast four votes each, while those on election duty or engaged in other government work exercise their franchise through postal ballots. This dual system has come under scrutiny following data from the 2021 AMC election, which revealed that 882 postal ballot votes were recorded as invalid across 19 of the 48 wards.

Sources from the Ahmedabad district collector's office explained the intricacies: "In the AMC election, each voter casts four votes. With EVMs, voters press the registration button after casting four votes, but they can also press it after casting one, two, or three votes. Ballots cast through EVMs cannot be termed invalid. However, in the case of postal ballots, any mark or writing on the paper counts the vote as invalid. It is declared invalid even if the stamp is not placed on the designated spot."

Breakdown of Invalid Postal Ballots in 2021

The 2021 election data paints a detailed picture of postal ballot issues across various wards:

  • Saijpur Bogha ward recorded the highest number of invalid postal ballot votes at 267.
  • Other wards with significant invalid votes included Chandkheda (105), Ranip (92), Danilimda (69), Vastral (67), and Sabarmati (63).
  • Wards like Indrapuri (50), Isanpur (38), Maninagar (32), Vejalpur (25), and Sarkhej (15) also reported notable invalid ballots.
  • Several wards had minimal issues, such as Odhav (2), India Colony (3), Naranpura (5), Jodhpur (9), and wards like Nikol, Nava Vadaj, and Sardar Patel Stadium each recording just one invalid vote.

Surrendered Votes and Voter Behavior

In a related development, the 2021 elections saw five voters surrender their votes. Specifically, two votes were surrendered in the Gomtipur ward, with one each in Saijpur Bogha, Sarkhej, and India Colony wards. In civic polls, a surrendered vote occurs when a voter arrives at the polling station, registers, but decides not to cast their vote before completing the voting process. This phenomenon adds another layer to understanding voter engagement and participation in municipal elections.

The upcoming polls are poised to be a critical test of electoral processes, with attention focused on improving the validity of postal ballots and ensuring smooth voting operations across Ahmedabad's wards.
