Anil Chandra Punetha Emerges as Frontrunner for Andhra Pradesh State Election Commissioner Post
In a significant political development from Vijayawada, Anil Chandra Punetha, the current State Vigilance Commissioner and former Chief Secretary, is poised to become the next State Election Commissioner (SEC) of Andhra Pradesh. The state government has formally proposed Punetha's name for this crucial constitutional position, which has been vacant since Nilam Sawhney's retirement last month.
Distinguished Career and Controversial Past
Anil Chandra Punetha is a retired 1984-batch Indian Administrative Service officer from the Andhra Pradesh cadre with an extensive career spanning decades. He previously served as the Chief Secretary during the Telugu Desam Party regime in 2018, demonstrating his administrative capabilities at the highest level of state governance.
Following the TDP-led National Democratic Alliance's return to power in 2024, Punetha was appointed as the State Vigilance Commissioner with a two-year term, a position he currently holds. Throughout his service in the state government, he has occupied several key positions and earned a reputation as a remarkably soft-spoken and honest officer.
However, Punetha's career has not been without controversy. The Election Commission of India removed him from his position as Chief Secretary shortly before the 2019 general elections for failing to implement its directions, a significant blemish on his otherwise distinguished record.
The SEC's Controversial Legacy
The State Election Commissioner position in Andhra Pradesh has been mired in controversy during recent administrations. Both Nimmagadda Ramesh Kumar and Nilam Sawhney faced substantial political challenges during their tenures.
The previous YSR Congress Party government attempted to forcibly remove Nimmagadda Ramesh Kumar after he deferred local body elections citing the COVID-19 outbreak. The YS Jagan Mohan Reddy-led administration then appointed retired Tamil Nadu High Court judge Justice Kanagaraj as SEC through an ordinance, effectively removing Ramesh Kumar.
Ramesh Kumar successfully challenged this decision in the Supreme Court, winning his legal battle and securing reinstatement as State Election Commissioner. The pending local body elections were eventually conducted after Nilam Sawhney assumed the SEC role in 2021.
Political Tensions and Future Challenges
Sawhney's tenure was not without its own controversies. Her decision to proceed with election schedules without consulting political parties drew criticism from opposition parties including the Telugu Desam Party and Janasena, who accused the SEC of bias toward the ruling YSRCP.
Now, as Anil Chandra Punetha prepares to potentially assume this five-year constitutional authority, he faces a challenging political landscape. The state government has promised to conduct elections for both rural and urban local bodies in the near future, placing the new SEC at the center of significant political scrutiny.
Given the heated political atmosphere in Andhra Pradesh and the SEC's history of controversy, all eyes will be on how Punetha navigates his responsibilities if appointed. His experience as both Chief Secretary and Vigilance Commissioner will be tested as he oversees electoral processes in one of India's most politically active states.
