Andhra Pradesh Government Announces Comprehensive Women Empowerment Strategy
The Andhra Pradesh State government has introduced a detailed 10-point action plan designed to significantly advance women's empowerment across the state. Announced on Saturday, this ambitious policy framework focuses on improving maternal and child health outcomes, boosting women's economic participation, and ensuring greater social and economic equality through a women-centric approach.
Key Reforms and Health Initiatives
Health Minister Y Satya Kumar Yadav detailed several groundbreaking measures. A major reform involves extending parental leave provisions. The current maternity leave of 180 days will be transformed into a 12-month parental leave, which can be shared equally between both parents. This initiative is part of the newly launched "Shared Responsibility in Childcare" campaign aimed at encouraging greater male participation in domestic responsibilities.
Addressing reproductive health concerns, Minister Yadav revealed that approximately 12 lakh families in Andhra Pradesh are currently facing infertility challenges. In response, the government has committed to providing fertility services completely free of cost. Additionally, steps will be taken to enhance the skills of medical professionals in delivering these specialized services. The state has set an ambitious target to reduce infertility-related issues by 40% over the next five years.
Another critical health goal involves reducing early-age pregnancies from the current rate of 9% down to just 3%. Minister Yadav emphasized that the state's focus is shifting from traditional population control methods toward a more holistic "population care" model. This includes plans to develop a substantial workforce of care service providers to meet growing demands in childcare and elderly care sectors.
Workplace Support and Economic Participation
To facilitate greater workforce participation, the government will mandate the establishment of crèches at all workplaces employing more than 50 employees. These facilities will provide childcare support for children up to six years of age. Furthermore, the plan includes setting up one working women's hostel for every one lakh population in urban areas to address accommodation challenges faced by professional women.
Minister Yadav expressed serious concern about the current low participation rate of women in the workforce, which stands at just 31%. The government aims to dramatically increase this figure to 61%, bringing it on par with male workforce participation rates. Achieving this target could potentially boost the state's gross domestic product by an estimated 15%, according to government projections.
To support this economic goal, the government is proposing several workplace reforms including flexible working hours and expanded work-from-home opportunities. The policy also addresses systemic barriers such as unfavorable working conditions, persistent gender discrimination, and societal norms that currently limit women's professional advancement and male involvement in childcare responsibilities.
