Dalit Community in Balangir Village Alleges Targeted Denial of Basic Amenities

In a distressing incident from Balangir district, residents of a Dalit settlement have come forward with serious allegations of caste-based discrimination, claiming that certain sections of their village have intentionally severed their access to essential utilities like water and electricity. This has forced the community into a daily struggle for basic amenities, highlighting deep-seated social divides.

Incident Details from Dumerchuan Village

The issue has been reported from Dumerchuan village, located under the Turekela block in Balangir district. According to local residents, the supply of piped drinking water to their area was abruptly interrupted five days ago. Additionally, streetlights in the locality were turned off, plunging the neighborhood into darkness after sunset and causing significant inconvenience to the families residing there.

A resident expressed their frustration, stating, “Houses in other parts of the village continue to receive water and electricity, but we are being deliberately deprived. When we attempted to draw water from the borewell, we were stopped. While commuting on village roads, we are treated as untouchables by members of other communities.”

Allegations of Systemic Discrimination

Men and women from the affected community have alleged that they are being targeted solely due to their caste. They report facing discrimination in every social and cultural event within the village, indicating a pattern of exclusion. Despite bringing the issue to the attention of local officials multiple times, they claim that no corrective steps have been taken to address their grievances.

Official Response and Inquiry Ordered

In response to these allegations, Padamanava Samantaray, a local official, denied any caste-based discrimination. He stated that an inquiry has been ordered into the matter, with the block development officer (BDO) of Turekela directed to conduct a ground-level investigation. Samantaray explained, “Preliminary probe suggested that a few days ago, there was a feud between two groups of the village during a baarat procession. One group deliberately disrupted the water supply and electricity out of revenge.”

He added that the BDO is expected to submit a detailed report on Tuesday, which will shed further light on the circumstances surrounding the disruptions.
