Deputy Chief Minister Bhatti Vikramarka has placed senior officials on high alert, issuing clear directives to ensure the smooth and transparent functioning of the upcoming winter session of the Telangana legislature. The session, involving both the Legislative Assembly and the Legislative Council, is a cornerstone of the state's democratic process.
Commitment to Democratic Accountability
Addressing a crucial meeting with senior bureaucrats on Monday, Bhatti Vikramarka underscored the sacred nature of the legislative institutions. He emphasized that both the council and the assembly are fundamental symbols of democracy, and it is the constitutional duty of the chief minister and his cabinet to provide satisfactory answers to the queries raised by elected members.
The deputy chief minister stated that the government, being a people's government, is firmly resolved to remain accountable to the public and their representatives. He reiterated the administration's commitment to conducting the sessions in the most democratic manner possible. For this, he stressed that the entire administrative machinery must remain active, responsive, and fully prepared.
Directives for Officials and Information Flow
Bhatti Vikramarka laid out specific expectations for government officials. With ministers required to attend sessions thoroughly prepared, he mandated that officials must also be equipped with complete and accurate information. They must remain available throughout the days the House is in session to facilitate seamless proceedings.
He also issued a stern warning regarding media coverage of the proceedings. The deputy chief minister cautioned that publishing or broadcasting any information related to the business of both Houses without official verification would be considered a breach of legislative privilege. He directed the information department to scrutinize media reports and take appropriate action where necessary to uphold the dignity of the legislature.
Coordination for a Dignified Session
Legislative Affairs Minister Duddilla Sridhar Babu, who was also present, echoed the sentiment of conducting the sessions in a manner that enhances the prestige of the legislature. He called for complete cooperation from all officials to achieve this shared goal.
Minister Babu provided further operational instructions. He directed that complete and accurate information must be prepared for questions raised during the zero hour. Officials were also told to be ready with full details regarding any pending reports and government assurances that are due.
To ensure efficient coordination, the secretaries of the assembly and council will work in continuous sync with the Chief Secretary's office. This coordination will help identify and prioritize issues, allowing officials to respond promptly and effectively to the demands of the session.
