Bhopal Municipal Corporation Unveils Tax-Stable Budget with Major Infrastructure Push

In a move providing fiscal relief to residents, the Bhopal Municipal Corporation (BMC) has presented its budget for the 2026-27 financial year without introducing any new taxes. Mayor Malati Rai announced the Rs 3,938.45-crore budget on Monday, confirming that property tax and water rates will remain unchanged. However, households across categories will face increased sewage connection fees, rising by 10 to 18 percent.

Key Infrastructure Projects and Financial Allocations

The budget outlines several transformative initiatives aimed at improving urban living standards. Most notably, a Rs 874-crore project is set to transition the city from bulk water supply to individual household taps, potentially benefiting nearly half of Bhopal's population. This shift addresses long-standing frustrations with colony-level connections.

Major allocations include:

These projects will primarily be executed under the AMRUT-2 scheme with union government funding. Development works worth Rs 582 crore are already underway, including 600 kilometers of new pipelines.

Social Welfare Initiatives and Employee Benefits

The budget incorporates several social welfare measures alongside infrastructure development. Permanent housing for porters, a covered meat market, and a new market modeled on "New Market" are among the planned initiatives. The Lake Festival is also slated for revival as part of cultural enhancement efforts.

For BMC employees, the budget brings improved benefits:

  1. Education incentives for children increased from Rs 10,000 to Rs 15,000
  2. Financial assistance of Rs 2 lakh for employees injured on duty

Budget Session Details and Financial Projections

The budget session commenced at 12:30 p.m. on Monday at the BMC headquarters in ISBT and continued late into the evening. Proceedings began with Question Hour, followed by debate on three proposals—one of which was returned for reconsideration. Mayor Rai delivered her budget speech in the afternoon, outlining initiatives to make Bhopal "smart, organized and progressive."

While the budget balances income and expenditure on paper, it projects an effective deficit of Rs 108.89 crore after accounting for a 5 percent reserve. Not all proposals advanced smoothly during deliberations. A plan to clear legacy waste at Adampur Cantonment was returned after disagreement, leaving the BMC to decide on a tender that escalated from Rs 33 crore to Rs 55 crore.

"This budget has been prepared keeping in mind the needs of every ward and every citizen," Mayor Rai emphasized during her presentation. The sewage networking initiative is expected to not only expand coverage but also raise treatment capacity to 80%, addressing critical sanitation needs across the city.
