Bihar Ramps Up Heatwave Preparedness as Mercury Crosses 35°C Mark
With temperatures soaring beyond 35°C across most regions of Bihar on Thursday, the state's disaster management department (DMD) has initiated a comprehensive heatwave preparedness plan. The department has issued directives to all district administrations to ensure adequate drinking water supply, establish public shade areas, and maintain proper health services to protect citizens from extreme heat conditions.
High-Level Review Meeting Spurs Action
Following a crucial high-level review meeting, DMD Secretary Chandrashekhar Singh, acting under the directives of Joint Secretary Mohd Nadeemul Gaffar Siddiqui, instructed officials to implement immediate water conservation and groundwater recharge measures. Special emphasis has been placed on vulnerable panchayats where falling groundwater levels pose significant challenges. The department plans to launch extensive awareness campaigns to promote water-saving practices among communities.
District-Level Coordination for Public Safety
Patna District Magistrate Thiyagarajan S M has directed local officials to prioritize the health and safety of vulnerable populations, including children, women, and the elderly, during the ongoing heatwave. He emphasized the importance of interdepartmental coordination to effectively implement the disaster management department's standard operating procedures. Furthermore, he stressed the need for widespread dissemination of early warnings from the India Meteorological Department through various media channels to minimize disruption to daily life.
Multi-Departmental Response Strategy
The state government has mobilized multiple departments to address various aspects of heatwave management:
- Health Department: Directed to establish isolation wards and ensure availability of Oral Rehydration Solution (ORS), intravenous fluids, and ambulances at all medical facilities.
- Urban Development and Public Health Engineering Departments: Tasked with repairing hand pumps and deploying water tankers in water-scarce areas to ensure continuous water supply.
- Education and Anganwadi Centers: Required to maintain drinking water supplies and educate students about heat protection measures during morning assemblies to prevent heat-related illnesses.
- Animal Resources and Rural Development Departments: Instructed to dig pits near tube wells and ponds to provide drinking water for livestock and birds.
- Environment and Forest Department: Directed to maintain cooling arrangements in wildlife parks and ensure adequate water in animal enclosures to prevent heat stress among wildlife.
- Labor and Transport Departments: Will regulate working hours for outdoor workers and ensure public transport vehicles carry first-aid kits and drinking water.
- Energy Department: Committed to ensuring uninterrupted power supply during the heatwave period.
- Fire Department: Placed on high alert to respond promptly to heat-related incidents.
Additional Relief Measures and Monitoring
Joint Secretary Siddiqui has also directed officials to expedite assessment and compensation processes for farmers affected by recent storms and families impacted by fire incidents. To ensure effective implementation and close monitoring of all measures, DMD Secretary Chandrashekhar Singh will personally review water conservation efforts across the state. All district administrations have been instructed to submit regular status reports to facilitate timely interventions and adjustments to the heatwave response strategy.
