Bihar Government Announces Major Recruitment Drive and Administrative Milestones

In a significant development for employment and governance in Bihar, the state's General Administration Department (GAD) has initiated a massive recruitment process for the upcoming fiscal year. Additional Chief Secretary B Rajender revealed on Monday that requisitions for filling 1,50,561 posts have been formally sent to various commissions and boards across the state government for the 2025-26 period.

Continuous Recruitment Process and Employment Generation

"We have sent requisition to fill 1,50,561 posts to various commissions and boards for appointment in different departments in 2025-26. The process for appointment is currently underway," Rajender stated during a press conference in Patna. He emphasized that sending such requisitions represents a continuous exercise in the state's administrative machinery.

Providing comprehensive employment data, Rajender disclosed that between April 1, 2020, and February 6, 2026, the government sector generated employment for 9,84,141 individuals. The detailed breakdown includes:

  • 7,95,832 regular appointments
  • 1,17,784 contractual appointments
  • 70,525 personnel hired through outsourcing

Administrative Achievements and ISO Certification

During the conference, which was attended by Special Secretary Sanjay Kumar, Joint Secretary Rajnish Kumar, and Officer on Special Duty Md Afaque Ahmad, Rajender highlighted several administrative milestones. Notably, both the GAD and the Bihar Institute of Public Administration and Rural Development (Bipard) have received the prestigious ISO 9001:2015 certification.

"The GAD became the first department in the state to secure an ISO certification," Rajender announced, adding that the formal certification was granted on January 21 for a three-year period. This recognition underscores the department's commitment to quality management systems and administrative excellence.

Service Delivery Reforms and Public Service Act Implementation

The GAD has made substantial progress in service delivery reforms under the Bihar Right to Public Services Act, 2011. Rajender reported that more than 51.13 crore applications have been successfully disposed of across the state. This comprehensive system covers 153 services delivered by 14 departments, including:

  1. Issuance of caste, income, and residential certificates
  2. New ration card processing
  3. Labour accident compensation grants
  4. Driving license services
  5. Benefits under Kanya Utthan Yojana
  6. Social security pensions
  7. Various other citizen-centric services

Since July 2025, decentralization efforts have been strengthened, with more than 64 services now available at the village level through public service centers established in panchayat sarkar bhavan and panchayat buildings. This initiative has significantly reduced the need for citizens to travel to block, sub-division, or district headquarters for routine services.

Grievance Redressal Mechanisms and Digital Transformation

Under the Bihar Right to Public Grievance Redressal Act, 2015, the department ensures time-bound and transparent resolution of complaints covering 514 services and schemes across 45 departments. Since January 22, 2016, more than 18.57 lakh complaints and petitions have been disposed of through this mechanism.

Additionally, the Bihar Government Servants Grievance Redressal System provides an online platform to address issues related to service tenure, retirement, and service benefits. Since June 3, 2019, this system has resolved 14,569 complaints from government employees.

On the digitization front, the Human Resource Management System (HRMS) has enabled end-to-end digitization of human resource administration. Achievements include:

  • 2,72,000 service records digitized
  • More than 1.23 crore pages scanned
  • Service and payroll management for approximately 8,00,000 employees across 48 departments

Special Initiatives and Helpline Services

Rajender also announced the Mukhya Mantri Fellowship Yojana, approved on September 15, 2025, which will select 121 subject matter experts to work in key offices at sub-division, district, and state levels. An MoU has been signed between the Bihar Administrative Reforms Mission Society and IIM-Bodh Gaya to implement this program.

The department's helpline services continue to serve citizens effectively. The "Jigyasa" central helpline (14403), launched in 2010, has provided information to more than 7,92,000 citizens. Meanwhile, the Samadhan Call Centre (1800-345-6284), operational since 2016 under the grievance redressal law, has enabled over 12.35 lakh citizens to register complaints or obtain information related to public grievances.

These comprehensive initiatives demonstrate Bihar's ongoing commitment to administrative reform, employment generation, and enhanced public service delivery across all levels of governance.
