The Bihar Police headquarters in Patna has launched a comprehensive state-wide exercise aimed at upgrading and providing essential facilities in all police lines. This initiative targets a total of 50 police lines—comprising 32 old and 18 newly constructed ones—across the state.
14-Parameter Assessment for Infrastructure Upgrade
In a significant move, the headquarters has defined 14 critical parameters for assessing the condition and amenities of each police line. The directive comes directly from the Director General of Police (DGP), Vinay Kumar, who has written to all Inspectors General (IGs), Deputy Inspectors General (DIGs), and District Superintendents of Police. According to a home department official, a detailed report highlighting deficiencies must be submitted to ADG (Modernisation) Sudhanshu Kumar by the end of this month.
The assessment will particularly focus on the 32 older police lines, which are known to lack many basic facilities compared to the 18 new ones built in recent years. The objective is to identify shortcomings and prepare a consolidated, headquarters-level action plan to address them systematically.
Mandatory Facilities for Police Personnel
The 14 essential facilities mandated for every police line cover a wide range of infrastructural and welfare needs. The list includes:
- Armoury
- Mess-cum-dining hall
- Dry canteen
- Creche (childcare centre)
- Barracks and family quarters
- GP (Government Property) store
- Recreation room
Furthermore, to ensure the physical fitness and training of personnel, facilities like an obstacle course, PT nursery, drill nursery, synthetic running track, mini stadium-cum-playground, and an open gym are also compulsory.
Focus on Modernisation and Welfare
The police headquarters has stated that its core goal is to upgrade all police lines with essential and basic facilities, aligning them with contemporary needs. This drive is part of a broader emphasis on developing police-related infrastructure across Bihar.
In a related recent development, Chief Minister Nitish Kumar inaugurated a centralised kitchen and dining hall at the Patna Police Line, underscoring the government's focus on improving living conditions for police personnel. The overarching aim is to ensure that police personnel and their families have access to all necessary facilities, thereby boosting morale and operational efficiency.
Once all district reports are compiled, a comprehensive action plan will be drafted to systematically remove the identified shortcomings, marking a significant step towards modernising Bihar's police infrastructure.
