Bihar Government Unveils Ambitious Plan to Boost Industrial Growth
In a significant move to revitalize the state's economy, the NDA government in Bihar has announced its goal to transform the region into a premier investment destination. Industries Minister Dilip Jaiswal, speaking in Patna on Monday, outlined a comprehensive strategy focused on establishing industrial townships with enhanced air connectivity and reliable power supply for industries.
Massive Investment Target and Job Creation Promise
Minister Jaiswal emphasized the government's ambitious target of attracting investments worth Rs50 lakh crore over the next five years. This initiative is part of a broader plan to develop expressways, industrial corridors, and logistics infrastructure, all aimed at fulfilling the promise of generating 1 crore jobs and employment opportunities across Bihar. The minister highlighted that this effort is crucial for driving economic development and improving livelihoods in the state.
Progress and Proposals in the Current Fiscal Year
Accompanied by Industries Secretary Kundan Kumar, Jaiswal revealed that the government has already received 747 investment proposals totaling Rs17,217 crore for the fiscal year 2025-26. This early response indicates strong interest from investors and sets a positive tone for the state's industrial push.
Key Projects: Electronic City and Semiconductor Unit
The government is actively working on several high-profile projects to bolster Bihar's industrial landscape. Plans include developing an electronic city near Sonepur, modeled after Bengaluru's successful tech hub, and establishing a semiconductor unit. Additionally, an integrated manufacturing township spanning over 1,670 acres near Gaya is underway as part of the Amritsar-Kolkata Industrial Corridor (AKIC) project. Jaiswal noted that officials have visited Bengaluru for necessary discussions, and once operational, these projects will provide local employment, reducing the need for migration to cities like Bengaluru or Pune.
Land Allocation and Support for Startups
To facilitate industrial projects, the government has approved 13,343 acres of land across 24 districts. In a boost to entrepreneurship, 242 women-driven startups have been approved in Bihar. Under the Mukhyamantri Udyami Yojana, Rs3,242 crore in assistance has been provided to 44,179 beneficiaries. Furthermore, 109 startups were registered in 2025-26, with the government disbursing Rs92.2 crore to support 1,652 ventures during that period.
Major Companies and MSME Development
Jaiswal highlighted recent factory openings in Buxar and noted that leading companies such as Reliance, Adani Group, Mother Dairy, Aditya Birla, and Hindustan Petroleum are stepping forward to invest in Bihar. To foster small and medium-sized industries, the government has established a directorate for MSMEs, aiming to generate employment in every household and drive inclusive growth.
Policy Initiatives and Land Allotment
Discussing key government initiatives, Jaiswal pointed to the Bihar Industrial Investment Promotion Policy 2025 and the Semiconductor Policy 2026, which aim to transform Bihar into the industrial hub of eastern India. The Bihar Industrial Area Development Authority (Biada) has allotted 404 acres of land to 317 investors, with potential investments of Rs5,500 crore and the creation of over 22,500 employment opportunities.
Financial Support Under PMFME Scheme
Under the Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) scheme, loans exceeding Rs468 crore have been disbursed, with cumulative figures surpassing Rs1,345 crore. This financial support is instrumental in strengthening the micro-food processing sector and promoting entrepreneurship.
Overall, the Bihar government's multifaceted approach, combining infrastructure development, policy reforms, and financial incentives, positions the state for significant industrial growth and job creation in the coming years.
