Bihar Introduces Time-of-Day Electricity Pricing System
Starting April 1, electricity consumers across Bihar will experience significant changes in their power bills as the state implements a new Time of Day (ToD) pricing mechanism. This system introduces variable electricity rates based on consumption time, with higher tariffs during peak hours and lower rates during off-peak periods.
Three-Tier Pricing Structure
The Bihar Electricity Regulatory Commission (BERC) has established a comprehensive three-slot pricing framework that affects all categories of consumers—domestic, commercial, and industrial. According to BERC chairman Amir Subhani, this structure is designed to reflect the actual cost of electricity generation and distribution throughout the day.
Off-Peak Hours (9 AM to 5 PM): During this first slot, consumers will pay only 80% of the normal electricity rate, representing a substantial 20% discount compared to standard pricing. This period has been designated as off-peak to encourage energy usage when demand is typically lower.
Peak Hours (5 PM to 11 PM): The evening hours constitute the peak consumption period when electricity becomes more expensive. Domestic consumers will pay 110% of the normal rate (10% higher), while commercial and industrial users face even steeper increases at 120% of their normal rates (20% higher).
Night Hours (11 PM to 9 AM): During the overnight period, all consumers will pay 110% of the normal electricity rate, representing a 10% premium over standard pricing.
Rationale Behind the New System
BERC chairman Amir Subhani explained that the ToD system addresses two critical challenges facing Bihar's power sector. "First, the state government has to purchase electricity from the market at very high rates, which necessitates better management of power consumption by electricity consumers," Subhani stated.
He further emphasized that "the Centre's regulations on power consumption also mandate effective demand management across all consumer categories. Additionally, numerous states have increasingly adopted the ToD system to optimize electricity usage patterns."
Impact on Bihar's Power Consumers
Bihar serves over 2.21 crore electricity consumers, with approximately 1.88 crore falling into the domestic category. Initially, the ToD pricing system will affect around 87 lakh consumers across the state. The new mechanism applies universally to all consumer types, including those utilizing Smart Prepaid Meters.
This strategic pricing adjustment represents Bihar's effort to align with national energy management practices while addressing the economic realities of power procurement. By incentivizing off-peak consumption and discouraging peak-hour usage, the state aims to create a more sustainable and cost-effective electricity distribution system for all residents and businesses.
