BJD Stages Protest Over Paddy Procurement Irregularities in Odisha

The Biju Janata Dal (BJD) on Tuesday organized a significant protest in Bhubaneswar, leveling serious allegations of irregularities in paddy procurement operations across Odisha. The opposition party accused the state government of systematically failing to address mounting grievances from the farming community, sparking a sharp political confrontation.

Naveen Patnaik's Demands for Farmers

Addressing a farmers' rally, BJD president and leader of opposition Naveen Patnaik presented a comprehensive list of demands aimed at resolving what he described as a crisis in agricultural procurement. The former chief minister called for the immediate formation of a special squad to prevent what he termed "unjustified weight-cut deductions" during paddy procurement, which officials often attribute to poor grain quality.

"The Mohan Charan Majhi government neither takes proper decisions nor implements them effectively," Patnaik asserted during his address. "During elections they made substantial promises and long-term commitments to farmers. However, nothing tangible has been delivered to address their pressing concerns."

Comparison with Previous BJD Government

Patnaik highlighted several measures implemented during his party's tenure, including:

  • A special budgetary allocation specifically for farmers' welfare
  • The KALIA assistance scheme providing direct financial support
  • Enhanced loan facilities for agricultural operations
  • Substantial irrigation projects to improve water access

He pointedly questioned what achievements the current "double-engine government" - referring to BJP rule at both state and central levels - had accomplished for farmers since assuming power.

Specific Allegations Against Current Administration

The BJD leader outlined multiple areas where he claimed the government was failing farmers:

  1. Untimely distribution of fertilizers to agricultural communities
  2. Significantly slowed paddy procurement processes
  3. Increasing deductions during quality assessment of procured grain
  4. Substantial delays in payment disbursement to farmers

"When farmers voice legitimate complaints, the government dismissively claims they are lying," Patnaik alleged, emphasizing what he described as an adversarial relationship between agricultural communities and the administration.

Written Demands and Government Inaction

Patnaik revealed he had submitted a detailed letter to the government outlining farmers' issues and proposing specific solutions:

  • Establishment of a special monitoring squad to curb excessive deductions
  • Investigation and action against alleged collusion between millers and officials
  • Removal of the 150 quintal ceiling for input subsidies
  • Direct Benefit Transfer payments within 48 hours of procurement
  • Immediate lifting of paddy stored in open areas within 72 hours

"Fifteen days have elapsed since these proposals were submitted, yet no substantive action has been taken," he noted with frustration. "Hundreds of crores are being allocated for government publicity campaigns while farmers' genuine needs remain unaddressed."

Broader Criticism of Government Performance

Expanding his critique beyond agricultural issues, Patnaik accused the administration of failing across multiple governance sectors:

"Farmers are systematically denied their legitimate rights. Mothers lack adequate security measures. Youth face persistent unemployment challenges. Examination papers continue to leak with alarming frequency. This government demonstrates incapacity to conduct even a single examination properly," he declared.

Concluding his address, Patnaik emphasized: "The public requires substantive service delivery, not empty sermons. The BJD remains committed to persistently fighting for farmers' rights and welfare."

BJP's Counter-Arguments and Defense

Responding to the allegations, BJP spokesperson Biranchi Narayan Tripathy characterized the BJD's protest as "political theatrics designed to preserve their diminishing relevance."

Tripathy presented contrasting data, claiming: "The BJP-led government is currently procuring approximately 1.5 times more paddy than what was purchased during the BJD's administrative tenure. We maintain full commitment to farmers' welfare and have implemented substantial improvements in procurement processes."

The BJP representative highlighted what he described as historical failures: "Despite governing Odisha for 24 consecutive years, Naveen Patnaik failed to resolve fundamental, long-standing issues confronting farmers. If his administration had genuinely accomplished something substantial for agricultural communities, he would not find himself in opposition today."

Tripathy also questioned the BJD's legislative conduct: "Why does the opposition party persistently disrupt Assembly proceedings while simultaneously claiming to play a constructive opposition role?" The first phase of the budget session concluded on Tuesday, with the House scheduled to reconvene on March 9.

Government Outreach Efforts

The BJP spokesperson outlined ongoing government initiatives: "From the chief minister to cabinet ministers and elected representatives, senior BJP leaders are consistently visiting mandis and agricultural markets to directly understand farmers' challenges. The administration is implementing comprehensive efforts to streamline procurement operations and address legitimate concerns."

The political confrontation highlights deepening tensions between Odisha's ruling and opposition parties regarding agricultural policy implementation, with both sides presenting contrasting narratives about procurement efficiency and farmers' welfare.
