The BJP delegation formally submitted a memorandum to the governor, outlining their concerns and demands. The key requests included a high-level investigation by the central government into the chief minister's office, strict disciplinary action against any officials found guilty, and clear accountability for what they described as political protection of wrongdoers.

This obstruction reportedly included the filing of an alleged false abduction FIR at Chirgaon police station in Rohru tehsil.
The opposition leader issued a stern warning, stating that such political utilization of police machinery constitutes a direct violation of the Indian Constitution and severely undermines the principles of federalism that govern center-state relations.

Thakur provided background on the AI Impact Summit, noting that the event significantly enhanced India's global reputation by hosting leaders from over twenty countries and top executives from leading technology companies worldwide. However, he contrasted this achievement with the protest staged by Youth Congress leaders at the summit.
The protest involved a "shirts off" demonstration, which Thakur alleged was conducted on the direct instructions of Rahul Gandhi and Priyanka Gandhi. The BJP leader further claimed that police authorities worked diligently to secure crucial evidence, including DVRs and documents from various hotels, to expose the individuals involved in the alleged conspiracy. In a more serious allegation, Thakur stated that some of the accused individuals were reportedly provided shelter at Himachal Bhawan, with the chief minister's office allegedly facilitating their bookings.
