BMC Resolves Four-Year Standoff with Fair Lottery System for Smart Kiosks
In a significant development for local commerce, the Bhubaneswar Municipal Corporation (BMC) has successfully resolved a prolonged dispute over 66 smart kiosks along Smart Janpath. On Friday, the civic body conducted a transparent lottery system to allocate these modern commercial spaces to eligible vendors, bringing closure to a contentious issue that had persisted for four years.
Ending Years of Business Paralysis
The smart kiosks, strategically positioned between Sishu Bhawan Square and Vani Vihar Square, had remained shuttered since the completion of the corridor's redevelopment. This closure resulted from multiple vendors asserting claims to the same commercial spaces, creating an impasse that severely impacted business operations. Despite the substantial investment of crores of rupees in constructing these state-of-the-art kiosks, the dispute prevented their utilization for years.
BMC Deputy Commissioner Ajay Mohanty explained the historical context: "Before Smart Janpath's transformation, this area contained BMC vending zones and traditional shop rows. The redevelopment involved demolishing older structures to create modern, uniform kiosks. While most vendors from the original setup received allocations, 66 kiosks remained contested due to multiple claimants."
Court-Mandated Resolution Ensures Fairness
The lottery allocation followed specific directives from the Orissa High Court, which instructed the municipal corporation to consider allotting the kiosks to eligible claimants. BMC officials emphasized that the lottery system was implemented specifically to guarantee impartiality and transparency in determining which vendor would receive each stall.
"Friday's lottery was conducted with the sole objective of ensuring fair play in the allocation process," Mohanty stated. "This method provided an equitable solution to determine precisely which stall would be assigned to which eligible vendor."
Revitalizing Smart Janpath's Commercial Hub
The resolution brings substantial relief to vendors who have awaited a definitive outcome to the ownership dispute. With 288 smart kiosks total on one side of Janpath between the two squares, the newly allocated 66 kiosks represent a significant portion of the commercial infrastructure. These units host diverse businesses including book stalls, eateries, and general stores, all designed with a consistent, modern aesthetic as part of the broader Smart Janpath initiative.
BMC officials confirmed that the allotment will resume the characteristic hustle and bustle along the previously closed section of Janpath. The resolution not only addresses vendor concerns but also reactivates commercial activity in an area that had seen considerable investment in urban redevelopment.
