BRS to Introduce Private Member Bill for Congress's Six Guarantees in Telangana Assembly
In a significant political move, the Bharat Rashtra Samithi (BRS) has announced its decision to introduce a private member bill during the upcoming Telangana assembly budget session. The bill aims to secure legislative protection for the implementation of six guarantees that the Congress party promised during the 2023 assembly elections. This initiative is designed to hold the ruling Congress government accountable and ensure that these commitments are legally binding.
Legal Backing for Electoral Promises
BRS working president KT Rama Rao, commonly known as KTR, emphasized that the proposed bill seeks to provide legal status to the six guarantees. These guarantees, which include benefits for women, elderly citizens, persons with disabilities, students, and farmers, were pledged by Congress to be implemented within 100 days of coming to power. KTR stated that the Congress government has failed to honor these promises even after two and a half years in office, despite public assurances that legal status would be granted in the first cabinet meeting.
At a press conference on Tuesday, KTR called upon Congress MLAs to support the bill if they are genuinely committed to fulfilling their electoral vows. "The Congress came to power by promising six guarantees to the people of the state, but failed to honor those commitments," he said, highlighting the government's delay in action.
Assembly Session and Legislative Concerns
The upcoming assembly session, set to begin on March 16, is particularly crucial as the Congress government will present its third budget. KTR noted that nearly half of the government's tenure has already passed, yet key legislative committees remain unformed. He pointed out that there are no select committees, standing committees, or petitions committees, and the post of deputy speaker is still vacant, which he described as a disregard for legislative institutions.
Earlier, BRS party MLAs and MLCs held a meeting at a private resort on the outskirts of Hyderabad to discuss various issues ahead of the session. The party reportedly considered moving a no-confidence motion against the speaker, alleging partisan behavior, but dropped the idea due to insufficient numbers.
Broader Political Context
KTR clarified that BRS is not opposed to developmental projects like the rejuvenation of the Musi River but strongly opposes what he termed as massive corruption and the demolition of houses affecting thousands of families under the guise of the project. This stance underscores the party's focus on governance and accountability issues in Telangana.
The private member bill, introduced by an MLA to highlight an issue and bring it to the government's notice, serves as a tool for the opposition to pressure the ruling party. By pushing for legal backing, BRS aims to ensure that electoral promises are not merely political rhetoric but enforceable commitments.
