A member of the Chakma Autonomous District Council (CADC) has formally appealed to the Governor of Mizoram to dissolve the current council, citing a deep and unresolved political crisis. Doymoy Daveng Chakma, an elected representative, has written to Governor Gen Vijay Kumar Singh, arguing that the 11th CADC is no longer fit to govern effectively.
Letter to the Governor Highlights Instability
In his detailed letter, Daveng Chakma outlined the reasons behind his drastic appeal. He stated that despite the ruling Zoram People's Movement (ZPM) holding a majority in the council, the ground reality is fractured. He alleged that several ZPM members in the CADC are not acting independently.
Daveng Chakma claimed these members are functioning "under the influence and direction of leaders from other political parties." This, he argued, has created an unstable and untenable political arrangement that undermines governance in the autonomous district.
A "Temporary Arrangement" and Covert Loyalties
The CADC member described the present ZPM formation within the council as a "temporary arrangement borne out of political necessity." He went further to assert that covert loyalties among some Member of District Councils (MDCs) are actively eroding the necessary cohesion and discipline required for a stable administration.
To underscore his point and his withdrawal from the prevailing power structure, Daveng Chakma informed the Governor that he has officially withdrawn his support from the ZPM within the CADC. His primary request is for the dissolution of the 11th CADC and the holding of fresh elections to seek a clear mandate from the people.
Alternatively, he has asked the Governor to take any other step deemed appropriate to restore stable and legitimate governance in the council area.
Background of Governor's Rule and Political Context
This appeal comes against the backdrop of prolonged political instability within the CADC. The council has been under direct governor's rule since July 7, following a series of controversies and allegations, including those related to irregular appointments.
The ZPM, it is important to note, is the dominant ruling party in the state of Mizoram, holding 27 out of 40 seats in the state legislative assembly. However, the situation within the CADC appears to be distinctly different and more volatile.
The call for dissolution highlights the ongoing challenges in achieving a workable political consensus within the autonomous council, potentially necessitating direct intervention from the state's constitutional head to break the deadlock.
