Chennai Implements Strict Regulations for Temporary Flagpole Installations

The Greater Chennai Corporation (GCC) has introduced a mandatory permission system for the installation of temporary flagpoles across the city. This significant move comes with the issuance of a detailed standard operating procedure (SOP), which aligns with state government guidelines designed to manage public, political, and religious events more effectively.

New Approval Process for Flagpole Installations

Under the new regulations, individuals, political parties, and various organizations must secure approval from zonal-level sub-committees before erecting temporary flagpoles. This requirement applies to a wide range of occasions, including meetings, election campaigns, conferences, and festivals. To initiate the process, applications must be submitted at least seven days in advance through the corporation's official website. These applications must include comprehensive details such as the number of flagpoles, their height, specific locations, and the type of flagpoles intended for use.

Key Guidelines and Restrictions Outlined in the SOP

The SOP establishes clear guidelines to ensure safety and minimize public inconvenience. Temporary flagpoles will be permitted for a maximum duration of three days for non-religious events and up to seven days for religious functions. Importantly, the poles must not be installed on critical road infrastructure, including medians, footpaths, drains, bridges, and compound walls. Additionally, they must maintain a prescribed distance from the edge of the road to avoid obstructing traffic and pedestrian movement.

An official from the GCC emphasized, "Temporary flagpoles will be permitted for a maximum of three days for non-religious events and up to seven days for religious functions. The poles must not be installed on road infrastructure such as medians, footpaths, drains, bridges and compound walls, and should maintain the prescribed distance from the edge of the road."

Safety Measures and Approval Committee Details

To enhance safety, the SOP sets a limit on the height of temporary flagpoles at 3.5 meters above ground level and mandates the implementation of appropriate safety measures. A zonal-level sub-committee, led by the zonal assistant commissioner and comprising officials from key departments such as revenue, police, highways, Public Works Department (PWD), GCC, and Tangedco, will be responsible for scrutinizing applications and granting approvals. Once approved, permission orders will be communicated to applicants via SMS, streamlining the notification process.

Fees and Consequences for Non-Compliance

The GCC has fixed a fee of 10 rupees per flagpole for the approval process. Authorities have issued a stern warning that unauthorized flagpoles will not only be removed promptly but legal action will also be initiated against violators. Organizers will be held fully accountable for any accidents, damage to public property, or disruptions caused due to the installation of flagpoles, underscoring the importance of adherence to the new rules.

Positive Response from Residents

Residents of Chennai have welcomed the new procedures, citing long-standing issues with flagpole installations. M Jayaseelan from Vadapalani expressed support, stating, "Many flagpoles are erected on roads during political and temple festivals. They damage newly laid roads. Pits are dug to install flagpoles. Patchwork is often not carried out properly. GCC should collect charges for patchwork from those who install these flagpoles." This feedback highlights the community's concern over road damage and the need for better maintenance practices.

Overall, the GCC's initiative aims to bring order and accountability to the installation of temporary flagpoles, protecting public infrastructure while accommodating cultural and political expressions in a regulated manner.
