The rally, which featured a Samvidhan Diwas padyatra with the national flag, was conducted in collaboration with the Seva Dal. Gogoi, addressing the gathering, stated that the primary objective was to raise public awareness about the Indian Constitution. Gogoi launched a sharp critique against Chief Minister Himanta Biswa Sarma and the BJP, accusing them of systematically undermining democracy and attempting to establish a "monarchy in Assam". He alleged that there is a complete breakdown of law and order and that democracy has ceased to exist under the BJP's rule. The Congress leader expressed grave concern over the actions of the Election Commission, which he claimed appear to be "designed to help the BJP form governments through vote manipulation".
In a serious accusation, Gogoi further claimed that the Chief Minister, in a bid to maintain power, is attempting to bring BJP voters from states like Bihar and Uttar Pradesh and illegally enroll their names in Assam's voter list ahead of the next assembly elections. This, he argued, directly threatens the rights of the indigenous people and the six ethnic groups of Assam, whose future, he asserted, should be determined solely by the Assamese people.
