Dibrugarh District Administration Implements Strict Ban on Domestic LPG for Commercial Use

In a decisive action aimed at safeguarding domestic consumers and combating the illicit trade of essential fuels, the Dibrugarh district administration has enforced a comprehensive prohibition on the utilization of domestic liquefied petroleum gas (LPG) cylinders for commercial activities. This significant directive, officially signed by District Magistrate Bikram Kairi on Thursday, takes immediate effect across the entire district of Dibrugarh in Assam.

Addressing Artificial Shortages and Misuse

The administration's move comes in response to escalating reports that subsidized LPG cylinders, which are strictly designated for household kitchen use, are being illegally diverted to commercial establishments such as hotels, restaurants, and street food vendors. This widespread misuse has reportedly created "artificial shortages" for genuine domestic users, leading to prolonged waiting periods for essential refills and disrupting the daily lives of families.

Authorities have emphasized that the misuse of domestic LPG constitutes a direct violation of the Liquefied Petroleum Gas (Regulation of Supply and Distribution) Order, 2000, which is issued under the Essential Commodities Act, 1955. Under the newly implemented order, any commercial entity—from upscale hotels and catering services to roadside dhabas and tea stalls—found using domestic cylinders will face severe repercussions.

Enforcement and Penalties

The official order explicitly states, "Any person or establishment found using domestic LPG cylinders for commercial purposes shall be liable for seizure of cylinders, prosecution and penal action." To ensure strict adherence to this directive, a multi-departmental task force has been mobilized. This task force includes the senior superintendent of police, executive magistrates, and officials from the food, public distribution, and consumer affairs department.

These authorities have been empowered to conduct surprise inspections and initiate immediate legal proceedings against offenders. The administration's proactive approach aims to deter violations and restore the integrity of the LPG supply chain.

Responsibilities of LPG Distributors

The order also places a significant burden of responsibility on local LPG distributors operating within the Dibrugarh district. They have been instructed to rigorously monitor their supply chains and ensure that subsidized cylinders are not being diverted to commercial entities.

The directive specifies, "LPG distributors operating within Dibrugarh district shall also ensure that domestic cylinders are not supplied for commercial usage and shall immediately report any such misuse to the district administration." This measure is designed to enhance accountability and prevent leaks in the distribution system.

Mandate for Commercial Establishments

Commercial establishments are now mandated to exclusively use official commercial LPG cylinders sourced through authorized distributors. By enforcing this clear distinction, the administration seeks to stabilize the supply of LPG for the general public and ensure that government subsidies reach their intended recipients—domestic consumers.
