Election Commission Executes Major Administrative Reshuffle in West Bengal

The Election Commission of India (EC) on Sunday implemented one of its largest single-day administrative overhauls in West Bengal, transferring a total of 173 police officers and 83 Block Development Officers (BDOs). This sweeping exercise comes at a critical juncture, with the Calcutta High Court actively hearing a Public Interest Litigation (PIL) that challenges an earlier mass transfer of 60 senior IAS and IPS officers, including the state's chief secretary, home secretary, and Director General of Police.

Extensive Police Officer Transfers Across Kolkata and Districts

In a significant move, the EC transferred 31 police officers specifically from Kolkata police stations. Among the notable changes, the Officer-in-Charge (OC) of the politically sensitive Bhowanipore Police Station has been replaced by STF inspector Soumitra Basu. Furthermore, the Park Street Police Station will now be led by Nirupam Nath, and the Jorasanko Police Station by Susanta Mondal, both officers being drafted from the detective department.

Moreover, two new officers have been directed to assume charge of the Bhangar and Polerhat police stations. Across the broader West Bengal Police force, 142 officers were reassigned to new postings as either Inspector-in-Charge (IC) or Officer-in-Charge (OC). East Midnapore district alone accounted for nine of these transfers, with inspector Subhobrata Nath specifically tasked with taking charge of the Nandigram Police Station.

Widespread BDO Transfers Approved by Election Commission

Parallel to the police reshuffle, the EC approved the transfer of 83 Block Development Officers across 15 districts in West Bengal. This decision followed a proposal by the Chief Electoral Officer, Manoj Agarwal, who had recommended 84 transfers. The EC rejected only one proposal—the transfer of the Suri-I BDO.

East Midnapore district experienced the highest number of BDO changes with 13 transfers, impacting both Nandigram blocks. This was closely followed by South 24 Parganas with 11 transfers and North 24 Parganas with eight. In Nandigram I, the EC has appointed Sanjoy Sikdar as the new BDO, while Nandigram II will be overseen by Debottam Sarkar.

Timing and Legal Context of the Transfers

The timing of these transfers is particularly noteworthy, occurring just hours before the Calcutta High Court's scheduled resumption of hearings on the transfer case on Monday. The ongoing PIL challenges the legality and procedural aspects of the earlier mass transfer of senior bureaucrats, adding a layer of judicial scrutiny to the EC's latest administrative actions.
