Goa Establishes Independent Road Safety Authority

The newly approved lead agency will have a comprehensive set of responsibilities designed to systematically reduce road accidents and fatalities across the state. Its primary functions include:

Response to Supreme Court Committee Directives

The creation of this independent body comes in direct response to mandates from the Supreme Court Committee on Road Safety. SCoRS had previously directed the state's transport department to establish a lead agency or road safety council, along with a dedicated road safety fund. The committee expressed dissatisfaction with the existing state road safety council, which is chaired by the transport minister, emphasizing the need for a fully independent entity led by a full-time head.

SCoRS specifically recommended that the chairman of the agency should be a retired officer of the rank of secretary or higher, possessing substantial knowledge of road safety issues. The lead agency's role will involve coordinating with various state government departments to implement directions issued by SCoRS and submitting compliance reports within stipulated timelines.

Addressing Administrative Limitations

The cabinet's approval highlights the limitations of the current administrative structure, where the lead agency is led by a deputy director of transport (South). An officer at the deputy director rank is considered too junior to effectively lead a high-level entity like the lead agency. The role requires extensive coordination with and issuing directions to multiple departments, including police, public works, health, education, and transport.

The administrative capacity and authority needed for these responsibilities far exceed the mandate of a deputy director, leading to significant administrative challenges. Furthermore, the current setup does not ensure independence, as the deputy director functions under the administrative control of the director of transport.

"The lack of autonomy undermines the ability of the lead agency to function effectively and make impartial decisions in the interest of road safety," the cabinet stated. "Addressing these administrative issues is crucial to aligning the lead agency's framework with SCoRS guidelines and ensuring effective road safety management in the state."
