Goa Chief Minister Pramod Sawant Announces Cabinet Reshuffle After Ponda Bypoll
Chief Minister Pramod Sawant of Goa declared on Thursday that the next cabinet reshuffle will take place following the crucial Ponda by-election. Emphasizing the government's commitment, Sawant stated, "We are serious about the Ponda by-election, and we are confident of winning the seat. One vacant cabinet position will be filled automatically, and we have deliberately reserved it for this electoral process."
Background of the Ponda Constituency and Cabinet Vacancy
Ponda constituency previously boasted four ministers when the Bharatiya Janata Party (BJP) formed the government in 2022. These included WRD Minister Subhash Shirodkar, Power Minister Ramkrishna 'Sudin' Dhavalikar, former Art and Culture Minister Govind Gaude, and former Agriculture Minister Ravi Naik. The cabinet seat became vacant after the passing of Ravi Naik last year.
In a significant move on June 18, 2025, Chief Minister Sawant removed Govind Gaude from the cabinet. This decision came after Gaude leveled serious allegations of corruption within the tribal welfare department, a portfolio directly under Sawant's oversight.
Past Cabinet Reshuffles and Disappointed Aspirants
Many legislators from both North and South Goa had high hopes for a cabinet berth during the second cabinet reshuffle in August 2025. However, most were left disappointed as the reshuffle did not meet their expectations.
Former minister Michael Lobo and Mormugao MLA Sankalp Amonkar have been eagerly awaiting cabinet posts. Instead, Sawant appointed them to head key corporations. Lobo was named chairperson of the Goa Infrastructure Development Corporation, a special purpose vehicle established to accelerate development projects on a war footing. Amonkar was appointed chairperson of the Sewage and Infrastructural Development Corporation. Both Lobo and Amonkar were among the eight individuals who joined the BJP in September 2022.
The coalition government led by Sawant marked three and a half years in office this September, highlighting the political stability amidst these changes.
Historical Context of Cabinet Adjustments
During the first cabinet reshuffle in November 2023, Curchorem MLA Nilesh Cabral resigned from the cabinet to facilitate the induction of former environment minister Aleixo Sequeira. Sequeira served in Sawant's cabinet for nearly 22 months before resigning in August to pave the way for the second reshuffle.
Cabral is optimistic about a potential comeback, as his resignation was executed on party instructions to honor BJP's commitment to include Sequeira in the cabinet. The second cabinet reshuffle saw the induction of former chief minister and Margao MLA Digambar Kamat, along with former speaker Ramesh Tawadkar, into the cabinet.
This strategic planning underscores the BJP's focus on balancing regional representation and fulfilling political promises ahead of key electoral battles.
