Goa Chief Minister Addresses Employment Statistics and Budget Priorities

Chief Minister Pramod Sawant of Goa provided crucial clarifications on Tuesday regarding the state's employment figures, while outlining significant budgetary initiatives aimed at development and sustainability. Speaking during a discussion on the budget in the legislative assembly, Sawant emphasized that the data requires careful interpretation to reflect the true economic landscape.

Employment Exchange Figures: A Deeper Analysis

Pramod Sawant revealed that although approximately one lakh youths are registered with the employment exchange in Goa, this number does not accurately represent the unemployment rate. He explained that only around 30% of these registered individuals are actually unemployed. The majority are either pursuing higher education or are already employed within the private sector. The Chief Minister committed to tabling a detailed analysis of these figures in the House within the next two days to provide transparency and context.

Budgetary Provisions and Infrastructure Development

The budget includes a substantial provision of Rs 100 crore per MLA for constituency works, distributed across multiple key departments. These departments encompass public works, drinking water, water resources, tourism, sewerage, the Goa State Infrastructure Development Corporation (GSIDC), sports, and rural development. This allocation aims to ensure comprehensive and equitable development across all regions of the state.

In terms of infrastructure, Sawant announced the creation of a separate GIS mapping cell within the Public Works Department (PWD). This cell will oversee and approve any road digging activities, ensuring that roads are not repeatedly excavated without proper coordination and revival plans. Additionally, the Chief Minister assured that the audit of infrastructure in 342 government schools will be completed by March 31, highlighting the government's focus on educational facilities.

Transportation and Aviation Updates

Addressing ongoing concerns, Sawant stated that the digital taxi issue will be resolved through inclusive dialogue with all taxi operators in the state, ensuring no harm comes to their livelihoods. He also provided reassurance regarding aviation infrastructure, confirming that Dabolim airport remains as vital as the new Mopa airport. Dabolim will continue operations and receive necessary upgrades to enhance its infrastructure.

Agricultural Revival and Economic Management

Under the newly announced Khazan board in the budget, 18,000 hectares of land in Goa are set to be revived for agricultural purposes. This initiative aims to boost local farming and promote sustainable land use. On the economic front, Sawant highlighted that Goa has maintained a surplus budget for the fifth consecutive year, with projections indicating a surplus for the 2026-27 fiscal year as well.

"Debt is present but remains within sustainable limits. We are diligent in managing interest payments and continuously monitor the financial situation," Sawant remarked. He projected that the debt-to-GDP ratio will decrease by the end of 2026-27. The Chief Minister credited the state's adherence to central reforms for securing a 50-year interest-free loan, emphasizing that central assistance is not automatic but earned through compliance and performance.

Social Welfare and Employment Initiatives

The state government is directly transferring benefits worth Rs 50 crore per month to beneficiaries under 183 schemes, extending beyond programs like Griha Aadhar or the Dayanand Social Security Scheme (DSSS). This direct transfer mechanism aims to enhance efficiency and reduce leakage in welfare distribution.

Furthermore, Sawant announced plans to expand campus recruitment efforts. In addition to engineering colleges, general stream government colleges will also participate in campus recruitment drives, providing broader employment opportunities for graduates across various disciplines.

Environmental and Carrying Capacity Study

The carrying capacity study of Goa, conducted under a Memorandum of Understanding with The Energy and Resources Institute (TERI), is currently underway and is expected to be completed soon. This study will assess the state's environmental limits and guide sustainable development policies.
