Goa Government Revokes Suspension of Two Officials in Nightclub Fire Tragedy Case
The state government of Goa has officially revoked the suspension of two Goa cadre officials, pending a detailed inquiry into their involvement in granting permission to the nightclub Birch by Romeo Lane. This decision comes in the wake of a devastating fire incident that occurred on December 6, 2025, which resulted in the tragic deaths of 25 individuals.

The two officials whose suspensions have been lifted are former panchayat director Siddhi Harlankar and then Goa State Pollution Control Board (GSPCB) member secretary Shamila Monteiro. The directorate of vigilance issued the order to revoke their suspensions, as confirmed by a senior government officer. It was emphasized that this revocation is without prejudice to the ongoing inquiry against them, meaning the investigation will continue unaffected.
The senior officer stated, "The suspension has been revoked to allow for a fair and thorough inquiry process, ensuring that all aspects of the case are examined without any procedural hindrances."

The fire at Birch by Romeo Lane nightclub in Arpora has been a subject of intense scrutiny. Following the incident, the state government conducted a magisterial inquiry, although the report from this inquiry has not been made public to date. In a significant development, Goa police filed a chargesheet on Thursday against 13 accused individuals in connection with the tragedy.
The chargesheet, which spans an extensive 4,150 pages, was submitted before the judicial magistrate first class (JMFC) at Mapusa. It includes charges against nightclub owners Gaurav Luthra, Saurabh Luthra, and Ajay Gupta, among others. The police investigation involved examining a total of 305 witnesses to gather evidence and build the case.
FIR and Allegations Against the Nightclub
Anjuna police had registered a First Information Report (FIR) against the partners, manager, event organizer, and other staff members of the nightclub. The allegations center on severe negligence, including the lack of adequate fire safety equipment and other essential safety measures. Additionally, the FIR highlights that the organization of a fire show at the venue directly contributed to the blaze that claimed 25 lives.
The chargesheet details these allegations, pointing to failures in compliance with safety regulations and oversight in permitting such events.
