Haryana CM: No Paper Leak Proved in Govt Exams

The Winter Session of the Haryana Vidhan Sabha witnessed heated discussions on Monday as the opposition raised serious concerns over alleged question paper leaks in state government recruitment examinations. The issue was brought to the forefront during the Question Hour, putting the government on the defensive regarding the integrity of its hiring processes.

Opposition's Detailed Queries on Recruitment Scandals

Indian National Lok Dal (INLD) MLA from Dabwali, Aditya Devilal, spearheaded the charge by posing a detailed question to the government. He demanded a comprehensive account of all purported paper leak instances and the subsequent actions taken to prevent them.

Devilal sought specific information on four critical points covering the period from 2014 to 2024-25. He asked for a year-wise and paper-wise list of leaks in exams conducted by the Haryana Public Service Commission (HPSC) and Haryana Staff Selection Commission (HSSC). Furthermore, he inquired about recruitment processes cancelled due to leaks or court-identified irregularities.

The MLA also pressed for details on action taken against officials and other accused involved in such cases, including their names and posts. Lastly, he requested information on legal actions, including cases that were stayed or cancelled.

Chief Minister's Firm Response

In his reply, Chief Minister Nayab Singh Saini presented a firm stance, asserting that there has been no case where a paper leak has been conclusively proven. He addressed the assembly on December 22, 2025, acknowledging the political sensitivity of the issue.

However, Saini did cite one specific instance under investigation. He referred to the written test for 383 posts of Veterinary Surgeon (Group-B) in the Animal Husbandry & Dairying Department, held on January 15, 2023. Applicants had filed a civil writ petition (CWP No. 2710 of 2023) in the Punjab & Haryana High Court, alleging a paper leak.

Following the High Court's directions on February 9, 2023, the HPSC requested the Haryana Director General of Police to conduct an inquiry. "The investigation is still going on," the CM stated. Due to the prolonged inquiry, the Commission cancelled the examination on November 17, 2023, and later completed the recruitment process through a subject knowledge test and interview, sending recommendations to the department by June 13, 2024.

Saini emphatically added that no government officers or officials at the HPSC level have been found involved in the alleged leak to date, and the final investigation report is still awaited.

Implications and Ongoing Political Debate

The exchange highlights a significant point of contention in Haryana's political landscape, where government job recruitment is a highly charged issue. The opposition's aggressive questioning underscores public anxiety over the fairness of competitive examinations, a critical pathway to employment for the state's youth.

While the government maintains that no leak has been legally proven, the existence of a court-monitored inquiry into the Veterinary Surgeon exam suggests that allegations are taken seriously at an institutional level. The outcome of this pending investigation will be crucial for public trust.
