As the Uttar Pradesh Legislative Assembly prepares to convene for its crucial winter session, the city of Lucknow has been transformed into a high-security fortress. The session, scheduled to run from Friday, December 5th, until December 24th, has prompted authorities to implement an extensive and detailed security plan around the Vidhan Bhawan complex.

Multi-Layered Security Grid for Assembly Premises

To ensure absolute safety and prevent any unauthorized entry, the entire Assembly area and its surroundings have been segmented into a structured security framework. The plan establishes four distinct security zones and ten sectors, each under the command of senior officers. Deputy Commissioners of Police (DCP) will oversee the zones, while Assistant Commissioners of Police (ACP) will manage the individual sectors.

The security deployment is based on a multi-cordon system. An outermost ring, an inner cordon, and a strict isolation layer will work in tandem to maintain rigorous perimeter control. This layered approach is designed to filter access at every level leading to the heart of the legislative building.

Elite Forces and Specialized Units on Standby

The security apparatus involves a significant deployment of manpower and specialized units. The force includes four Deputy Commissioners, eleven Assistant Commissioners, and six companies of the Provincial Armed Constabulary (PAC) and Rapid Response Force. Highlighting the focus on counter-terrorism and rapid action, three Special Commando Teams from the Anti-Terrorist Squad (ATS) have been strategically positioned.

Beyond the uniformed presence, the plan incorporates covert and technical measures. Plainclothes officers from the Law and Intelligence Unit will blend into the crowd, while 18 personnel with Door Frame Metal Detectors (DFMD), two Bomb Disposal Teams, and an anti-mine team are stationed to counter explosive threats. Multiple security checkpoints will scrutinize all movement in the vicinity.

Comprehensive Traffic and Overall Manpower Deployment

Managing the inevitable disruption to city traffic is a key part of the security blueprint. A dedicated team of 14 inspectors, 68 sub-inspectors, 218 head constables and constables, backed by 67 home guards, will regulate vehicular and pedestrian flow around the high-security zone.

When combined, the total security operation presents an impressive figure. The overall deployment encompasses:

  • 32 Inspectors
  • 286 Sub-Inspectors (including 27 female officers)
  • 713 Head Constables and Constables (including 140 female constables)
  • 67 Home Guards

This massive exercise underscores the administration's commitment to ensuring a smooth and secure conduct of the legislative proceedings. The presence of elite ATS commandos and specialized bomb squads reflects a heightened state of alert and preparedness for any potential contingency during the session.
