Himachal CM Sukhu Takes Firm Stand Against Officers with Tainted Records
In a decisive move to uphold integrity in governance, Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu has declared that officers with questionable records will no longer hold key or sensitive positions across the state. This announcement was made during the Vidhan Sabha Budget Session in Shimla, where the CM emphasized immediate action over mere assurances.
No Room for Extensions or Re-employment
Responding to a query from Una MLA Satpal Singh Satti during Question Hour, Chief Minister Sukhu stated unequivocally that the government will not tolerate officers listed in the Officers of Doubtful Integrity (ODI) category, especially those granted extensions or re-employment. "I will not give any assurances today but take direct action. Officials given extension or re-employment whose names are in the ODI list will be removed," he asserted, highlighting a shift from promises to concrete measures.
Current Officials Under Scrutiny
According to information presented in the House, only three officials currently fall under this scrutiny. These include:
- Vijay Kumar Rai, a Tehsildar in the Revenue Department
- Yudhvir Singh Thakur, serving as Officer on Special Duty (OSD) in the Treasuries, Accounts and Lotteries Department
- Rai Bahadur Singh in the Administrative Reforms Department
The CM also noted that two officials, Mahender Lal, Senior Superintendent in the Revenue Department, and Rai Bahadur Singh, have recently been removed from the ODI list, indicating ongoing reviews and adjustments.
MLA Satti Raises Critical Questions
During the session, MLA Satpal Singh Satti pressed for further clarity, questioning the number of such officials, the practice of granting extensions despite adverse records, and whether the ODI list had been shared with the High Court. He suggested that any additional names identified should also be stripped of sensitive assignments to ensure transparency and accountability.
In response, Chief Minister Sukhu mentioned that he was not aware of any request from the High Court regarding the ODI list or the total number of officials included. However, he reiterated the government's unwavering commitment to removing all such officers from critical posts, reinforcing a zero-tolerance policy towards corruption and misconduct.
Broader Implications for Governance
This move by the Himachal Pradesh government signals a robust approach to administrative reform, aiming to restore public trust and ensure that only officers with impeccable records handle sensitive responsibilities. By eliminating extensions and re-employment for those with tainted histories, the state sets a precedent for other regions to follow in promoting ethical governance.
The announcement has been met with approval from various quarters, as it addresses long-standing concerns about integrity in public service. As the government implements these measures, it underscores a broader agenda of accountability and efficiency in state administration.
