Himachal Pradesh Assembly Approves Landmark Bills for Farmers and Panchayats
On the final day of its budget session, the Himachal Pradesh legislative assembly passed significant legislation, including a bill to create a state commission for farmers and another to bar serious accused individuals from panchayat roles. These moves aim to address critical issues in agriculture and local governance across the hill state.
Establishing the State Commission for Farmers
The newly approved state commission for farmers will serve as an advisory body dedicated to strengthening agriculture and allied sectors. Its primary functions include reviewing existing policies and recommending measures for sustainable and economically viable growth. The commission will focus on key areas such as farm income, credit access, market linkages, extension services, and overall farmer welfare.
This initiative comes at a crucial time, as Himachal's agriculture sector faces numerous challenges. These include declining profitability, fragmented landholdings, climate variability, market uncertainties, and limited institutional support. The commission is expected to involve a non-recurring expenditure of approximately Rs 50 lakh and an annual recurring cost of about Rs 85 lakh.
Agriculture Minister Chander Kumar detailed the commission's structure, noting that the chairperson must be a practising or progressive farmer from Himachal Pradesh with at least a graduate degree. The chairperson should also have exposure to national and international agricultural developments and a minimum of five years of administrative experience in agriculture or related fields.
Non-official members will be bona fide farmers meeting similar educational criteria, with administrative experience or advanced qualifications. They may also include PhD holders in agriculture, horticulture, or veterinary sciences. The commission is envisioned as a platform to address farmers' grievances, improve stakeholder coordination, and support evidence-based policymaking.
Reforming Panchayat Governance
In addition to the farmers' commission, the assembly passed the Himachal Pradesh Panchayati Raj (Amendment) Bill, 2026. This bill proposes to disqualify individuals facing framed charges in drug-related cases from contesting or holding panchayat posts. It also aims to tighten norms on land encroachment, financial irregularities, and conflict of interest.
Furthermore, the bill seeks to reduce the gram sabha quorum to prevent delays in development works caused by low attendance. These reforms are designed to enhance transparency and accountability in local governance, ensuring that panchayats operate more efficiently and ethically.
The passage of these bills marks a proactive step by the Himachal Pradesh government to tackle pressing issues in agriculture and rural administration, potentially setting a precedent for other states facing similar challenges.
