Himachal Pradesh Urban Local Body Elections Announced for May 17
The state election commission in Himachal Pradesh has officially declared elections for 51 urban local bodies, with polling scheduled to take place on May 17. The announcement was made on Monday, and the model code of conduct has been implemented with immediate effect across all urban bodies that are going to the polls.
Comprehensive Election Schedule and Details
State election commissioner Anil Khachi provided detailed information about the electoral process. The elections will encompass four municipal corporations: Solan, Dharamshala, Palampur, and Mandi. Additionally, 25 municipal councils or nagar parishads and 22 nagar panchayats will participate, covering a total of 449 wards where the reservation roster has been finalized.
The nomination process will occur over three days: April 29, 30, and May 2, between 11 am and 3 pm. Scrutiny of nomination papers is set for May 4, followed by the withdrawal of nominations by May 6. Election symbols will be allocated after the withdrawal deadline.
Polling and Counting Procedures
Voting will be conducted on May 17 from 7 am to 3 pm. The counting of votes for nagar panchayats and nagar parishads will be held on the same day as the polling. In contrast, results for municipal corporations will be declared on May 31, allowing for a separate tabulation process.
A total of 3.60 lakh voters are registered for these elections, comprising approximately 1.80 lakh men and 1.79 lakh women. To facilitate the voting process, 589 polling stations have been established across the state.
Election Expenditure Limits and Symbol Rules
The commission has imposed strict expenditure caps for candidates. For municipal corporation candidates, the limit is set at Rs 1 lakh. Nagar parishad candidates are restricted to Rs 75,000, while nagar panchayat candidates have a cap of Rs 50,000.
An important distinction in the election rules is that the nagar parishad and nagar panchayat polls will not be conducted on party symbols, meaning candidates will contest independently. However, elections for municipal corporations will be based on party symbols, allowing for political party participation.
Voter Identification and Future Elections
Commissioner Khachi emphasized that voters can use any of 16 approved identity cards for verification at polling stations. Acceptable documents include the Aadhaar card, PAN card, voter card, driving licence, and ration card, among others.
Looking ahead, elections for panchayati raj institutions (PRIs) are likely to be announced after April 27, once the final voter list is published. The Supreme Court has mandated that the election process for PRIs must be concluded by May 31, ensuring timely democratic exercises across all levels of local governance in Himachal Pradesh.
