Jaipur RTO Implements Strict Daily Challan Quota to Boost Revenue Collection

In a significant move to enhance tax compliance and meet financial objectives, the Jaipur Regional Transport Office (RTO) has issued a directive requiring its motor vehicle inspectors to achieve a daily challan collection target of Rs 2 lakh. This mandate is effective from March 13, 2026, through March 31, 2026, as part of a broader effort to address revenue leakages and ensure fiscal discipline.

Official Order and Enforcement Details

The order was formally issued by RTO Jaipur (I) official Rajendra Singh Shekhawat on Thursday, following directives from the deputy chief minister during a video conference held on March 12. According to the directive, every flying squad must collect a compounding amount of Rs 2,00,000 each day. Failure to meet this minimum collection will result in proposals for disciplinary action against inspectors, as their performance will be classified as below average.

Shekhawat explained the rationale behind the target, stating, "If a team issues 10 challans a day, they will be able to meet this target. There are many commercial vehicles with pending dues, and this is a realistic target given to the inspectors to ensure that all revenue leakages can be identified and fixed." This approach aims to tackle the issue of over 3,500 commercial vehicles that have defaulted on tax payments, thereby bolstering tax collection efforts across the region.

Revenue Targets and Performance Metrics

In the current financial year, RTO Jaipur (I) has been assigned the highest revenue target among all RTOs in the area, set at Rs 1,751 crore. In contrast, the lowest target was allocated to RTO Dause at Rs 296.2 crore. As of March 9, RTO Jaipur (I) had achieved 68.05% of its target for the financial year 2025-26. For comparison, in the previous financial year 2024-25, the office collected revenue totaling Rs 1,321.47 crore.

At the state level, Rajasthan has achieved 71.06% of its overall revenue target for this year, which stands at Rs 6,640.61 crore. Notably, RTO Jaipur (II) has performed relatively well, achieving 80.3% of its target by collecting Rs 497.2 crore in revenue against a goal of Rs 619 crore.

Record Enforcement Actions and Compounding Fee Collection

Officials have reported that RTO Jaipur (I) has achieved its highest-ever compounding fee (CF) collection, with the total surpassing Rs 50 crore as of Thursday. This milestone underscores the office's intensified enforcement activities. Additionally, Jaipur has witnessed the highest number of enforcement actions against overloaded vehicles across Rajasthan, with measures taken against 10,577 such vehicles. This accounts for 20% of all enforcement actions against overloaded vehicles throughout the state this year, highlighting the region's proactive stance on vehicle regulation and safety compliance.

The implementation of this daily challan target reflects a strategic effort to improve revenue streams and ensure accountability within the transport sector, setting a precedent for other regions to follow in addressing tax defaults and enhancing fiscal management.
