Jharkhand Gig Workers Welfare Bill Gets Governor's Nod

In a significant move for the state's growing informal workforce, Jharkhand Governor Santosh Gangwar on Thursday granted his assent to the Jharkhand Platform Based Gig Workers (Registration and Welfare) Bill, 2025. The Raj Bhavan confirmed the development through an official statement.

From Bill to Act: A New Era for Gig Workers

The legislation, which was passed by the state assembly during the recent monsoon session, will formally become an Act after its publication in the official gazette. Labour department officials highlighted that the primary objective of this pioneering bill is to consolidate gig workers under a unified platform to safeguard their overall welfare and security.

The bill mandates the creation of a dedicated Gig Workers’ Welfare Board. This board will be chaired ex-officio by the state's labour department minister. Its membership will include the departmental secretary and five other nominated members, each serving a term of three years.

Key Provisions and Employer Responsibilities

A core function of the newly formed board will be to register all gig workers operating within Jharkhand to ensure their holistic wellbeing. In a crucial step for accountability, the law also requires all service providers and aggregators, like food delivery or ride-hailing apps, to register with the board.

The Act introduces strict penalties for non-compliance. Aggregators found violating the provisions enshrined in the law will face substantial fines, which can go up to Rs 10 lakh.

Once enacted, the law guarantees minimum wages for gig workers, with calculations based on the duration and specific nature of their work. An official involved stated that the bill makes comprehensive provisions for the social security of these workers, including access to identity cards and medical insurance, among other benefits.

Implications for Jharkhand's Economy

This legislative action marks a watershed moment in regulating the platform-based gig economy in Jharkhand. It formally acknowledges the contributions and vulnerabilities of a workforce that has long operated without a safety net.
