Jharkhand High Court Dismisses Petition, Greenlights Floating Restaurant Projects
In a significant development for tourism infrastructure, the Jharkhand High Court has cleared the legal hurdles for establishing five floating restaurants across three major dams in the state. On Monday, a division bench comprising Chief Justice M S Sonak and Justice Rajesh Shankar dismissed a petition that contested the government's tender process for these ambitious projects.
Tourism Department's Initiative and Tender Details
The state tourism department had initiated this project by floating a tender on November 28, 2025. The plan involves setting up two floating restaurants each at Ramgarh's Patratu Dam and Ranchi's Dhurwa Dam, along with one restaurant at the Getalsud Dam. This initiative aims to boost recreational and tourism activities around these water bodies, potentially creating new attractions for both locals and visitors.
The successful bidder for this project is Das and Kumars Company, a Varanasi-based firm that emerged victorious in the competitive bidding process. The government has set an ambitious deadline, requiring all five floating restaurants to become operational by May 2026, indicating a swift implementation timeline once legal challenges were resolved.
Legal Challenge and Court's Decision
The path to implementation wasn't entirely smooth, as Shiromani Industries Private Limited, another participant in the bidding process, filed a petition in the High Court challenging the tender award. The company raised allegations of technical flaws in the tender process and argued that the contract should not have been awarded to Das and Kumars Company.
After thorough consideration of the matter, the division bench found no merit in the petition filed by Shiromani Industries. The court's dismissal effectively removes the last legal obstacle, allowing the state government to proceed with the floating restaurant projects without further delay. This decision underscores the judiciary's role in ensuring fair processes while enabling developmental projects to move forward.
Implications for Jharkhand's Tourism Sector
The establishment of these floating restaurants represents a notable expansion of Jharkhand's tourism infrastructure. By leveraging existing dam resources, the state aims to:
- Enhance recreational options for residents and tourists
- Generate employment opportunities in hospitality and related sectors
- Showcase scenic dam locations as tourist destinations
- Stimulate local economies around these water bodies
With the legal challenges now resolved, attention turns to the implementation phase. The successful bidder, Das and Kumars Company, will need to work diligently to meet the May 2026 operational deadline set by the government. This project could serve as a model for similar tourism initiatives in other regions with substantial water resources.
