The shortages are particularly acute in critical security roles. The state requires 1,936 jail guards but currently operates with only 1,074 – a deficit of 862 positions. Similarly, assistant jailor positions show 56 vacancies against 87 sanctioned posts.

"The situation is alarming," admitted a senior prison department official. "We're managing with skeletal staff, which compromises both security and rehabilitation efforts."
