J&K govt bans new posts, freezes vehicle purchase

The Omar Abdullah-led National Conference government in Jammu and Kashmir announced a series of austerity measures on Saturday, including a ban on creating new posts and a freeze on vehicle purchases, less than two years after the party came to power promising one lakh jobs annually.

Austerity Measures Announced

The measures were outlined in a circular issued by the finance department, which is directly handled by Chief Minister Omar Abdullah. The circular, titled “economy and austerity measures for rationalisation of expenditure,” imposes a ban on official dinners and lunches, restricts exhibitions outside Jammu and Kashmir, and freezes the purchase of vehicles.

Opposition Reaction

Peoples Conference chairman and MLA Sajad Lone criticized the government, stating, “NC promised one lakh new jobs for youths in its manifesto. And rubbing salt into the wounds of those who voted for it, it has now banned new posts. Even posts that have remained vacant for two years will be surrendered. This government will go down in history as one of the most dishonest ever. They have been lying through their teeth.” Finance department officials were not available for comment.

Key Provisions of the Circular

According to the circular, regular posts will only be filled through prescribed recruitment agencies. The engagement of consultants, outsourcing agencies, and contractual support services will require careful assessment. No fresh financial commitments will be made on schemes or proposals provided for in the 2026-27 budget.

A complete ban on official dinners, lunches, and receptions has been imposed, except those hosted by Lieutenant Governor Manoj Sinha and Chief Minister Omar Abdullah. Seminars, conferences, workshops, and training programs will only be undertaken when absolutely necessary, and virtual alternatives must be explored first. Events outside Jammu and Kashmir are strongly discouraged, and meetings in private hotels or commercial venues are forbidden.

Expenditure on ceremonial events, functions, excessive branding, souvenir printing, promotional materials, and non-essential publicity activities must be minimized. All departments are required to ensure optimal utilization and pooling of available vehicles, avoiding deployment beyond functional necessity.

Travel Restrictions

International travel is not permitted unless specific approval from the finance department is obtained. Departments should use video conferencing and virtual platforms for meetings and reviews to minimize travel expenses. Domestic flights, if necessary, must be in economy class regardless of entitlements. Travel within Jammu and Kashmir should preferably be by road or rail for all officials.

Energy and Procurement Cuts

Departments have been asked to stop unnecessary use of generators, air conditioners, lighting, and other energy-consuming equipment. No furniture will be procured except for new offices and only with the concurrence of the finance department.
