In a significant review meeting held in Kanpur on Thursday, the Minister in charge and Minister for Higher Education, Yogendra Upadhyaya, issued a series of directives aimed at enhancing governance and accelerating development projects in the district. The meeting, which assessed both developmental progress and the law and order situation, saw the minister emphasizing efficient public service delivery and strict accountability for lapses.

Ensuring Welfare Schemes Reach Every Eligible Person

Minister Upadhyaya instructed departmental officers to guarantee that the benefits of all government public welfare schemes reach every genuine and eligible individual without fail. He stressed that this must be ensured in every possible situation. To achieve this, he called for proper information dissemination about these schemes through regular and effective communication channels between officials and public representatives. This step is crucial for ensuring that eligible beneficiaries receive their entitled benefits in a timely manner, leaving no one behind due to a lack of awareness or procedural delays.

Cracking Down on Delays and Poor Quality Work

The minister turned his focus to specific infrastructure projects, expressing strong dissatisfaction with several ongoing works. He directed authorities to make the 100-bed hospital constructed in the southern region functional at the earliest, highlighting the urgent need for enhanced medical facilities.

He also laid special emphasis on the restoration of roads to their original condition after excavation work carried out by the Jal Nigam, warning that accountability would be firmly enforced if any disorder was found post-work.

In a stern move, Minister Upadhyaya expressed strong displeasure against the poor quality of work by the executing agency UPCLDF in the construction of cow shelters at Nanamau Bilhaur and Jamalpur Kakwan. Taking serious note of the substandard construction, he instructed the concerned authorities to blacklist the organisation, sending a clear message against negligence.

Modernizing Civic Systems and Ensuring Discipline

Looking at urban management, the minister directed the implementation of a QR code-based system in waste management and disposal. He also ordered the mapping of the drainage system in each ward of the Kanpur Municipal Corporation to improve sanitation and planning.

During the meeting, discipline was also a key theme. The Chief Development Officer was instructed to seek a clarification from the Regional Manager of Roadways for being absent without permission during the crucial review.

On law and order, Upadhyaya placed special emphasis on ensuring that CCTV cameras were fully functional in all police stations to enhance security and transparency. Furthermore, to improve traffic management, he directed that continuous awareness programs be conducted in schools and colleges across the district to cultivate better traffic sense among the youth.
