Karnataka Government Employees Face Unprecedented Salary Delay Amid Allegations of Fund Diversion
In a significant administrative lapse, salary payments for March to thousands of Karnataka government employees across multiple departments have been delayed, with many still unpaid as of April 18. This disruption has left numerous staff members in financial distress and raised serious questions about the state's fund management and administrative efficiency.
Widespread Impact Across Key Departments
The delay has affected employees in crucial departments including revenue, education, police, animal husbandry, and information and public relations. Typically, these employees receive their salaries within the first few days of each month, but this time the payment schedule has been severely disrupted.
While some fortunate employees received their salaries around April 9–10, a substantial number continue to wait for their payments. This situation has created uncertainty for approximately 6.4 lakh state employees who depend on timely salary disbursement for their household expenses.
Technical Glitches and Financial Constraints Cited
Sources within various departments have attributed the delay to a combination of technical issues and financial constraints. An education department official highlighted the unusual nature of this delay, stating, "Usually after the financial year ends, there is a delay of one or two weeks. This three-weeks delay is unprecedented."
The delay has stretched far beyond the typical lag observed at the close of a financial year, indicating deeper systemic issues within the state's financial administration.
Allegations of Fund Diversion to Gruhalakshmi Scheme
More troubling allegations have emerged suggesting that government funds were diverted to the Gruhalakshmi scheme ahead of the Davanagere South and Bagalkot bypolls held on April 9. According to sources, approximately Rs 6,000 crore was redirected as payment was due for about three months under the scheme.
This alleged diversion has sparked concerns about political priorities interfering with essential government functions and employee welfare.
Employee Struggles and Departmental Challenges
The salary delay has created significant hardship for employees, particularly teachers who face crucial financial obligations at this time of year. A teacher from Sanjaynagar, Bengaluru, expressed concern, saying, "This is the time we pay school fees and for uniforms. The delay is worrying."
An employee from the stamps and registration department revealed that their department had not yet received the necessary funds to disburse salaries, indicating gaps in the allocation and release of grants across government departments.
Official Responses and Contradictory Statements
C S Shadakshari, president of the Karnataka State Government Employees' Association, suggested that such delays in April are not uncommon and are largely technical in nature. However, another association member reported widespread complaints, particularly from teachers, stating, "We heard that the finance department has been releasing grants partially for payment of salaries."
In contrast, Ritesh Kumar Singh, principal secretary of the state finance department, firmly dismissed claims of salary funds being diverted to the Gruhalakshmi scheme. He explained, "In some departments DDOs (drawing and disbursing officers) are a little laidback. Salary disbursement is delegated to the department heads. There is no reason why a govt official will not get his salary."
Efforts to Resolve the Situation
Officials in the treasury department have indicated that efforts are underway to arrange necessary funds, with hopes that pending salaries would be disbursed by Monday. However, this assurance has done little to alleviate the anxiety of thousands of employees who continue to face financial uncertainty.
